Site work and new construction of a civil project in Oak Hill, West Virginia. Completed plans call for the construction of a water / sewer project; and for site work for a water / sewer project.
Wastewater Treatment Plant Bypass Removal Project. The Project includes the following Work. Construction of a new vortex grit removal system, a new lift station, a new enhanced high-rate treatment (EHRT) auxiliary treatment process, a new additional chlorine contact chamber, a new disinfection feed system, a new post aeration tank, and a new maintenance building. Bids are requested for the following Contract: WWTP Bypass Removal Project (Contract No. 1). The Work will be substantially complete within 335 days after the date when the Contract Times commence to run on the day indicated in the Notice to Proceed and completed and ready for final payment within 365 days after the date when the Contract Times commence to run. Contractor shall pay Owner $2,663.25 for each day that after the time (as duly adjusted pursuant to the Contract) specified for Substantial Completion, until the Work is substantially complete. A five percent (5%) Bid Bond or certified cashier's check must accompany all bids. Each Bidder must submit with his bid, security in the amount, form, and subject to the conditions provided for in the Information for Bidders. Contractors are required to comply with all laws pertaining to prevailing wage rates for the State of West Virginia as issued by the Division of Labor and the federal wage rates issued in accordance with the Davis Bacon Act. The contractor will be required to pay the higher of the state or federal wage rates appropriate for each worker classification. West Virginia Code 21-1D-5 provides that any solicitation for a public improvement construction contract requires each vendor that submits a bid for the work to submit at the same time an affidavit of compliance with the bid. The enclosed Drug Free Workplace affidavit must be signed and submitted in the first envelope as evidence of the Vendor's compliance with the provisions of Article 1D, Chapter 21 of the West Virginia Code. Failure to submit the signed Drug-Free Workplace Affidavit in the first envelope shall result in disqualification of such bid. Bidders on this work will be required to comply with the President's Executive Order No. 11246. The requirements for bidders and contractors under this order are explained in the specifications. P.L. 113-76, Consolidated Appropriations Act, 2014 (Act), includes an "American Iron and Steel (AIS)" requirement in section 436 that requires Clean Water State Revolving Loan Fund (CWSRF) and Drinking Water State Revolving Loan Fund (DWSRF) assistance recipients to use iron and steel products that are produced in the United States for projects for the construction, alteration, maintenance, or repair of a public water system or treatment works. Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All iron and steel products used in this project must be produced in the United States. The term "iron and steel products" means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and Construction Materials. The Owner reserves the right to reject any or all bids. No Bidder may withdraw his bid within 90 days after the actual date of the opening thereof. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
