Reference Number 0000276242 The RFP is an invitation to submit offers for seasonal maintenance services for Advanced Manufacturing Park, as further described herein. This Request for Proposal (RFP) is being issued on behalf of Western’s Facilities Management (FM) Landscape Services which services Western’s grounds. The Advanced Manufacturing Park (AMP) is Western’s Research Park, located off the Veterans’ Memorial Parkway, north of Highway 401 near Bradley Avenue. The objective of AMP is to attract research and manufacturing users which utilize advanced manufacturing technologies and products. The sites in this RFP include: The Fronhaufer building located at 2520 Advanced Avenue Windee Research Institute 2535 Advanced Avenue The Collider Centre for Technology Commercialization located at 2544 Advanced Avenue Advanced Avenue roadway Undeveloped parcels adjacent (refer to Turf Maintenance Areas map) Western cannot guarantee the purchase volumes/values indicated in this RFP Although this RFP is facilitated specifically for Facilities Management, other Western faculties or departments may be interested in the services offered in the future. As such, it is expected the successful Proponent will provide the services of this RFP to all Western faculties and departments. The required capabilities of the seasonal maintenance services are described below: Service Requirements Any additional work required by Western’s Landscape Services that is outside the scope of work for this contract shall be considered extra work and may be assigned to the successful Proponent on a time and materials hourly rate or as quoted by the Proponent. Service coverage will commence on the contract start date and will continue until the contract end date inclusive. Planting Beds and Tree rings All planting beds are to be weeded on a regular cycle to ensure a substantially weed free appearance No chemical control is permitted for any weed control within planting beds but is permitted in river rock and hard surface areas provided proper techniques and regulations are followed Cut back of grasses and perennials to be completed in early spring following proper horticultural principles Grasses to be cut at 4” to 6” above ground level depending on species and specific horticultural requirements Perennials to be cut at approximately 2” height above ground level ensuring no damage to the plant crown during the process Turf maintenance As required during the growing season to keep a neat appearance (approximately 25 mowing cycles with weekly service visits) in the areas identified as regular mow on Attachment 1 – 2024 AMP Contract Map - Turf included with this document. Reduced mowing during times of drought and high heat is encouraged to support turf health Mowing height should be kept at approximately 3”, ensuring that no more than 1/3 of total grass blade height is removed during a single mowing All debris associated with turf maintenance on the properties shall be removed from all hard surfaces before completing each service visit Any debris associated with turf maintenance on the properties left on building structures, parked cars or permanent structures shall be removed by the successful Proponent to the owner’s satisfaction during each service visit. If Western staff are required to remedy non compliance with this requirement, the successful Proponent will be invoiced accordingly. The main roadway (Advanced Avenue) will have a strip measuring 6’ from the back face of the curb mown regularly (weekly). Wayfinding, light standards and directional signage will be kept clear and visible and will have string trimming completed regularly (weekly) around the base of each sign or post Spring Cleanup Sweeping of all hard surfaces including parking lots and roadways and removal of debris from site followed by refreshing Refresh of existing paint markings in all lots on site will be completed in even calendar years prior to June 15 each year (2026, 2028, 2030) and included in the yearly maintenance rates. Turf repair including topdressing and over seeding of areas damaged by snow and ice management operations Fescue seed will be used for all turf repairs Removal of debris on lawn areas Aeration of all Regular Mow areas identified in the green colour on Attachment 1 – 2024 AMP Contract Map - Turf included with this document will be completed prior to May 15 each year Cut back of perennials and clearing of leaf litter and debris from planting beds and tree circles Application of shredded pine mulch in all planting areas and tree rings as required to maintain an overall depth of mulch not less than 2” and not more than 3”. This measurement will take place each spring and the successful Proponent will notify Westerns Manager of Landscape Services or Designate when complete for inspection. Mowing of automatic yearly mow areas identified in the blue colour on Attachment 1 - 2024 AMP Contract Map - Turf included with this document prior to April 15 each year Mowing of the Yearly Mow Spring - Automatic areas identified in the orange colour on Attachment 1 - 2024 AMP Contract Map - Turf included with this document with a bush mower or similar equipment that is capable of mowing small trees and woody debris. This mowing will be completed in late March or early April but by no later than April 15 each year The successful proponent is responsible for ensuring all relevant environmental regulation and legislation is followed in the mowing of the yearly mow areas. Any issues relating to this compliance are to be communicated to Western Landscape Services as soon as possible after being identified. Fall Cleanup Leaf clean up in all regular mow areas as well as planting beds and tree rings will be completed prior to November 15 yearly. Perennials will not be cut back in the fall. The successful Proponent may request permission from Western’s Manager of Landscape Services to cut back specific areas to facilitate Snow and Ice Management Operations. Confirmation will be given via email if approved. Over-seeding of poor growth areas with fescue mix may be requested by Western Landscape Services and will be quoted and invoiced separately. Snow and Ice Management The successful Proponent will supply all the necessary equipment, labour and materials to manage snow and ice on roads, parking areas, walkways, exterior steps, patios, loading zones and fire routes and at fire hydrants, doorways and other areas that must be kept clear or accessible during the winter season. Please see Attachment 2 - 2024 AMP Contract Map – Winter for general service areas. Advanced Avenue will be maintained for safe passage of emergency vehicles 24/7. The general operating hours for the building occupants are 6:30 a.m. to 11:00 p.m. Monday to Friday; however, the nature of the work in the buildings may extend these hours to 24/7. Snow clearing service will commence upon accumulation of approximately 2 inches (5 cm) or more as determined necessary by the successful Proponent using its professional discretion, occurring on any day including weekends and holidays. Whenever timing of weather events permits, this work will be complete prior to 6:30 a.m. daily. Snow clearing service shall be performed in a manner such that snow is piled only in the agreed areas, as per a site map submitted by the successful Proponent in October of each contract year, unless otherwise reasonably directed by Western’s Manager of Landscape Services or Designate or by mutual agreement with the successful Proponent. These areas will be situated to mitigate damage to hard and soft landscape elements as well as building features and structures. This includes the consideration of runoff flow in melt cycles. Excessive accumulation may result in the loss of parking spaces or reduced driving areas. Snow relocation upon the premises or snow removal from the premises will be performed at the direction of Western’s Manager of Landscape Services or Designate. These services shall be performed at the additional costs described in this agreement. Salt (or other de-icing materials as approved by Western’s Manager of Landscape Services or Designate) application on roads, parking lots and walkways will be performed under the following circumstances: Snowfall of less than 2 inches (5 cm) accumulation. Freezing rain and or ice accumulation. As determined necessary by the successful Proponent using its professional discretion. At the direction of Western’s Manager of Landscape Services or Designate Records of Snow and Ice Management operations are to be kept and forwarded to Western’s Manager of Landscape Services or Designate on request. A weather resistant de-icer storage container (Salt Bin) will be supplied by the successful Proponent and placed at each front and rear main building entrance. These bins will be kept stocked by the successful Proponent from November 1 to April 15 of each contract year inclusive with either bulk de-icer/salt or a minimum of four bags of de-icer material. Containers shall remain unlocked. Marking and damage prevention methods such as snow stakes are the responsibility of the successful Proponent to install and maintain. Any damage caused by Snow and Ice Management operations shall be repaired by the successful Proponent at their cost. A site walk in October and May in each year of the contract will identify existing damages and those caused by previous winter operations. Damages repaired by Western University staff will be calculated and subtracted from the following monthly contract payment. Winter control cost submission will include all costs associated with Snow and Ice Management operations for all designated areas inclusive of salt and other de-icing or anti-icing materials. The term of the Agreement is to be for a period of three (3) years, with an option in favour of Western to extend the Agreement on the same terms and conditions for an additional term of up to three (3) optional one (1) year terms.
