The Martha's Vineyard Airport Commission invites qualified parties to submit Qualification Statements and Salary Requirements for Owner's Project Manager (OPM) Services for the Programming I Feasibility; Construction Document Preparation and Construction Oversight of the Martha's Vineyard Airport Terminal Enhancements. Martha's Vineyard Airport Commission reserves the right to waive any informalities or reject any or all submissions, should it be deemed it to be in the best interest of the Commission to do so. Scope of Work Generally, the below services will be required on a full-time basis (40 hours per week or more if necessary) by the Airport. Additional related services may also be required: General Project Administration: For the purposes of this contract and in accordance with MGL Chapter 149, Section 44, the term Owners Project Manager (OPM) is intended to mean an individual, corpo ration, partnership, sole proprietorship, joint stock company, joint venture, or other entity engaged in the practice of providing project management services for the construction and supervision of construction of the Terminal Space Optimization Project, its staff, and all of its sub-consultants. The Owners Project Manager shall be a person who is registered by the Commonwealth as an Architect, or Professional Engineer, and who has at least five (5) years experience in the construction and supervision of construction of buildings; or a person, if not registered as an Architect, or Professional Engineer, who has at least seven (7) years experience in the construction and supervision of construc tion of buildings. The OPM shall be independent of the designer, general contractor or any sub-contractor involved in the building project. The awarding authority is the Mar thas Vineyard Airport Commission. Represent the Awarding Authority and acting as the Awarding Authoritys agent and consultant throughout the project, as outlined in MGL Ch. 149, Section 44A. Shall be responsible for total management of the Project as the Awarding Authoritys representa tive to ensure full compliance with all applicable federal, state and local laws, rules and regulations and shall report to the Awarding Authority. Responsible for gathering information required to become familiar with the project and the various parties that must be communicated with during the planning and design pro cess. Agree that there will be no changes in staffing of the OPM services without consultation with the Awarding Authority and written approval of those changes in advance. Questions concerning this RFQ must be submitted in writing to: Geoffrey Freeman, Mar thas Vineyard Airport, 71 Airport Road, Vineyard Haven, MA 02568 before 12:00 PM, August 28, 2024. Questions may be delivered, mailed, faxed, or emailed to (gfreeman@mvyairport.com). The Airport will provide written responses by mail, email, or fax to all parties on record as having requested the RFQ, by or before August 30, 2024.
