The City of Aberdeen is requesting sealed bids for construction of the 2024 CDBG Wastewater Lagoon Improvements project Burns Cooley Dennis, Inc. (BCD) understands that plans are being made to repair areas of an existing lagoon levee located just southeast of the intersection of Highway 8 and Darracott Access Road in Aberdeen, Mississippi. Based on conversations with Neel-Schaffer, Inc., we understand that the interior slopes of the lagoon's levee are eroding in some areas likely due to wave action and surface runoff. Some of the levee top width has been reduced due to the erosion. Figure 1 provides highlighted sections of the levee, as provided by Neel-Schaffer, Inc., that are experiencing erosion. All bids shall be marked Bids for City of Aberdeen - 2024 CDBG Wastewater Lagoon Improvements on the outside of the envelope. Any bid received after 10:00 AM will not be opened. The City of Aberdeen reserves the right to reject any or all bids. The work generally consists of earthwork to repair the lagoon levee, placing rip rap on interior levee slope, and replacement of the catwalk to the effluent structure. The above general outline of features of the work does not in any way limit the responsibility of the Contractor to perform all work and furnish all labor, equipment and materials required by the specifications and the drawings referred to therein Contract time shall be 150 consecutive calendar days from the effective date shown in the Notice to Proceed. Liquidated damages will be assessed in the amount of $500 per day incurred for each consecutive calendar day beyond the specified contract time. The contracted party must comply with the requirements of Build America, Buy America (BABA) Act, 41 USC 8301 note, and all applicable rules and notices, as may be amended, if applicable to the infrastructure project. Pursuant to HUD's Notice, "Public Interest Phased Implementation Waiver for FY 2022 and 2023 of Build America, Buy America Provisions as Applied to Recipients of HUD Federal Financial Assistance (88 FR 17001)", any funds obligated by HUD on or after the applicable listed effective dates, are subject to BABA requirements, unless excepted by a waiver. Bidder must be qualified under Mississippi Law and show current Certificate of Responsibility issued by the Mississippi State Board of Public Contractors establishing his classification as to the value and type of construction on which he is authorized to bid. Each Bidder shall write his Certificate of Responsibility Number on the outside of the sealed envelope containing his proposal. Proposals shall be submitted in duplicate, sealed and deposited with the City of Aberdeen, Mississippi prior to the hour and date hereinbefore designated. The Contractor is fully responsible for the timely delivery of sealed bids. No bidder may withdraw his bid within 90 days after the actual date of the opening thereof. Awarding public contracts to non-resident Bidders will be on the same basis as the non-resident bidder's state awards contracts to Mississippi Contractors bidding under similar circumstances. In order to ensure that Mississippi's so-called Golden Rule is followed state law requires a non-resident bidder to attach to his bid a copy of his resident state's current laws pertaining to such state's treatment of non-resident contractors. Each Bidder must deposit with his proposal, a Bid Bond or Certified Check in an amount equal to five percent of his bid, payable to the City of Aberdeen, Mississippi, as bid security. Bidders shall also submit a current financial statement, if requested, by the City of Aberdeen, Mississippi. The successful bidder will be required to furnish a Payment Bond and Performance Bond each in the amount of 100 percent of the contract amount Minority and women's business enterprises are solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities, equipment, material and/or supply needs.
