West Sacramento is a vibrant riverfront community centrally located in Northern California. West Sacramento shares the Sacramento River with neighboring Sacramento, with the deep-water ship canal serving the Port of Sacramento. Incorporated in 1987, West Sacramento encompasses approximately 22 square miles, with a population just over 55,000. The City of West Sacramento operates under a Council/Manager form of government consisting of the Mayor and four Council Members who each serve four-year terms. The City is full-service with nine (9) departments and over 400 full-time employees. The City provides the full range of municipal services including police and fire protection, park, street, fleet, and facility maintenance, economic development and housing, community development, capital projects, and parks and recreation. The City also provides water, wastewater, and solid waste services. In addition, the City maintains port, water, wastewater, and solid waste enterprise funds. Other activities and related entities include the West Sacramento Redevelopment Successor Agency, Reclamation District 900 and the West Sacramento Area Flood Control Agency. The City recently adopted the General Plan 2035 Update that guides the City's growth though 2035. A goal of the General Plan 2035 process was to ensure that the City's utilities will serve existing and projected future customers. In conjunction with the General Plan, the 2015 Sanitary Sewer Master Plan (SSMP) Update was prepared to evaluate both the condition and capacity of the City's existing sewer conveyance system. The SSMP recommends improvements to provide continuing service to the City's residents and customers. Among the recommended improvements are upgrades to the South Sewer Pump Station. The South Sewer Pump Station is located on the corner of Park and Stone Boulevard near the port of Sacramento. It receives most of its sewage through Commercial flow. The South Sewer Pump Station was last upgraded/remodeled 2008. A large amount of sewage flowing into the South Sewer Pump Station is causing the long established and already modified pumps/propellers to be overworked and strained. The existing South Sewer Pump Station does not reside on City Property. As a result, B&V and their subcontractors will conduct all work related to acquiring a permanent easement and/or to the acquisition of the land containing the South Sewer Pump Station. The City envisions a rehabilitated pump station to improve resiliency, efficiency, and maintenance. This project is funded through construction in the Sewer Fund 502 (CIP #32002). The last conducted assessment for the South Sewer Pump Station was made in 2017 and is out of date. Design of the Rehabilitated South Sewer Pump Station is currently at 29%. During the Pre-Bid Meeting, we will have current City staff and City's Design Consultant present to answer any questions. The following is a list of tasks that are intended to be the responsibility of the Contractor pursuant to this Request for Proposals ("Scope of Work "). Task 0: Constructability Review Attend design meetings as needed Review design submittals (65% Design, 95% Design, 100%/Final Design) Specifications, plans, estimates, etc. Task 1: Construction Management and Coordination Conduct constructability review of plans, specifications and estimates. Identify potential construction challenges or potential change order work. Walk project site to identify and provide any recommended improvements to design drawings Review and assure that contractor's safety plan is implemented Review project schedule prior to bidding to identify conflicts with construction season and review contractor's schedule. Provide bidding support as needed by responding to questions Set up project manual/information tracking systems using City's software Virtual Project Manager Administer the Pre-construction meeting with agenda and meeting minutes Issue Notice-to-Proceed and track project start date, completion date, and working days Review and monitor project schedule and budget Coordinate with contractor, City Staff and other City operations Record/publish/distribute meeting minutes Conduct weekly meetings with Contractor as needed Identify and facilitate bidding of long-lead materials and equipment for early purchasing Assist City staff with preconstruction activities and photograph documentation Review daily inspection reports by the following day, then submit to City's project manager by the end of each week Report project progress/issues requiring City resolution Report cost and schedule impacts Prepare cost estimates to verify change order claims Review and process Request for Information (RFIs) Review and process change orders initiated by the contractor or the City Manage processing and review of submittals/shop drawings Computer Aided Design Drafting support during construction for plan revisions Maintain and ensure that as-built drawings and specifications are updated Assist in claims analysis and dispute resolution Coordinate and consolidate final inspections and punch list for completion Administer close-out process Maintain a project records. At end of construction, filing system will be submitted to the City in hardcopy and electronic format. Task 2: Materials and Equipment Testing Consultant should be aware of all planned material and equipment testing during the project Consultant shall provide all material testing in compliance with project plans and specifications Coordinate materials testing with contractor, specialist (if applicable) and City project manager and notify construction defects timely Provide list of applicable testing requirements and standards to be performed for construction Provide QMP/QAP Testing Perform source inspection as needed Task 3: Labor Compliance Responsible for reviewing contractor (sub-contractor, sub-tier contractors, etc.) payrolls, interviewing employees and verifying prevailing wage rates Review and update labor documents after each payroll period. Prepare a Labor Compliance Monitoring Report at the conclusion of the project. Ensure that Contractor (sub-contractor, sub-tier contractors, etc.) has registered project with Department of Industrial Relations and verify if prevailing wage rates have updated after bid opening Consultant should ensure that the contractor (sub-contractor, sub-tier contractors, etc.) complies with local, state and federal prevailing wage requirements Task 4: Construction Inspection (optional task directed by City) Perform field inspection of all improvements indicated on the plans and specifications Coordinate field material testing tasks Coordinate inspections with other regulatory agencies Inspector to prepare daily inspection reports Coordinate material and equipment testing Task 5: Community Outreach (optional task directed by City) Public notification letter before construction Project email for outreach Community outreach exhibits Coordinate with residents on behalf of the City Consultant is encouraged to recommend additional or modified tasks deemed vital to the Project's success. The final scope of services will be negotiated with the selected Consultant prior to contract award. 2.2. Term of Contract The initial term of the Contract is at the City's discretion and may be up to 3 years. The City also reserves the right to extend the Contract for up to 2 additional 1-year terms (individually, "Extension") upon the same terms and conditions as parties agreed to in the Contract. Thus, parties agree the Contract may be for a total of 5 years upon the same terms and conditions as parties agreed in the Contract. Notwithstanding the foregoing, the City is not obligated to extend the Contract for any amount of time. If there is outstanding work within the Scope of Work at the end of the term of the Contract and the City requires time to solicit for and secure an alternative contractor, Contractor shall continue to provide the services within the Scope of Work on a month-to-month basis, not to exceed six (6) months, at the same cost, terms, and conditions in effect at the termination of the Contract. The City shall give Contractor at least thirty (30) days written notice of such a need and the anticipated timeline to secure an alternative contractor.
