Renovation of a multi-residential development in Ellicott City, Maryland. Conceptual plans call for the renovation of a four-story above grade, 106-unit multi-residential development.
The Howard County Housing Commission (the "Commission") seeks proposals from qualified, licensed, and insured Architectural/Engineering (A/E) firms. The selected firm (the "Contractor") will be engaged for design consultation, preparation of construction documents, and construction administration services. August 23, 2024 at 5:00 p.m. ET:ALL QUESTIONS MUST BE SUBMITTED IN WRITING TO questions@househoward.org These services concern a modest, tenant-in-place renovation program associated with an upcoming recapitalization of the 15-year-old apartment complex listed below (the "Renovation Project"): Ellicott Gardens 5505 Waterloo Road Ellicott City, MD 21043 Built in 2009, Ellicott Gardens is a 106-unit residential development consisting of one four-story elevator-served, podium-style building that is situated on 3.38 acres of property. It is approximately 97% occupied and community amenities include garage and surface parking, community room, fitness room, laundry facilities, and an outdoor tot lot. The recapitalization is expected to use four percent low income housing tax credits and housing bonds issued by the Maryland Community Development Administration (CDA), with enhancement by a to-be-determined entity. Experience with documentation requirements of CDA is desirable. Additional Property: The Commission is in the early stages of exploring a possible refinancing and recapitalization of Columbia Commons, a 200-unit apartment complex located at 7601 Woodpark Lane, Columbia, MD. The Commission may extend the contract awarded under this RFP to that additional property. Columbia Commons was originally built on or around 1991 and has had various repairs and renovations since that time. As with Ellicott Gardens, Columbia Commons is likely to be refinanced with four percent low income housing tax credits and tax exempt bonds issued by CDA, but might be refinanced with other sources in lieu of CDA financing The contract period shall be for one year with one-year renewal options through the completion of the Renovation Project exercisable at the sole discretion of the Commission. Timely proposals become the property of the Commission. Late submissions will not be considered. The Contractor shall provide design consultation, preparation of construction documents, and construction administration services for the Renovation Project. See a preliminary scope of renovation in Exhibit B attached hereto. Tasks assigned to the Contractor may include, but shall not be limited to, those listed below. The Contractor, in consultation with the Commission, shall be responsible for subcontracting with additional professionals as necessary to complete the scope of work below. Study/Design Phase. Inspect Ellicott Gardens to gain a working understanding of the conditions and capital needs of the site; Advise the Commission on a desirable and feasible renovation program for the site; and Prepare any requested preliminary design drawings or reports to assist the Commission in determining the renovation program. Assist with any application to CDA, including, without limitation, requirements of the CDA application package along with later CDA application materials (Viability and Closing packages), all of which can be found online Documentation/Bidding Phase. Prepare schematic and design development drawings for the Renovation Project to the Commission's and any funder's standards; Prepare code-compliant Construction Document (CD) drawings and specifications for the Renovation Project; Prepare and submit permit applications to the County and respond to County comments until permit approval is obtained; Prepare drawings for the general contractor to use for pricing/bidding (general contractor will be separately procured by the Commission); Prepare as-built drawings; Participate in all cost estimating and value engineering exercises as needed to align project costs with budget constraints; 5.2.7 Hire coordinate, and oversee the work of all necessary subconsultants (e.g., structural, MEP, civil, energy); and 5.2.8 Conduct quality control reviews and require same of all subconsultants. Construction Administration Phase. Review/respond to submittals and shop drawings; Review/respond to RFIs; Attend bi-weekly project meetings including monthly requisition meetings; Coordinate with utility companies; Prepare/issue bi-weekly architect field reports; Review general contractor requisitions and prepare requisition review comments; Review/respond to general contractor's punch list and conduct punch list reviews on site; and Conduct any closeout activities related to the foregoing tasks. Complete any other requirements of CDA, the low income housing tax credit investor, and any other funders of the project for final closing or post construction. The Contractor shall indemnify and hold the Commission and Howard County, Maryland harmless from and against any and all liability and expenses, including attorney's fees, howsoever arising or incurred, arising out of or attributable to the Contractor's performance of services specified herein, provided that the Contractor shall not be responsible for acts of negligence or willful misconduct committed by the Commission, its employees, agents and officials. Any property or work to be provided by the Contractor under this contract will remain at the Contractor's risk until written acceptance by the Commission; and the Contractor will replace, at Contractor's expense, all property or work damaged or destroyed by any cause whatsoever. The method of Contractor Selection has not been Determined at this time.
