The Waynesboro Redevelopment and Housing Authority Reserves the Right to Reject Any and All Bids or to Waive Any Informalities in the Bidding or to Suggest Modifications and Amendments Which Would Make the Bid Acceptable. The Contractor Must Ensure That Employees and Applicants for Employment Are Not Discriminated Against Because of Their Race, Color, Religion, Sex, or National Origin. For All Contracts in Excess of $10,000, All Bidders Must Submit an Affirmative Action Plan Pursuant to Section 3 of the Housing and Urban Development Act of 1968. The Plan Provides Employment Opportunities for Businesses and Lower Income Persons Situated Within the City of Waynesboro (a Sample of Which is Bound in the Specifications). This Plan Must Be Submitted Prior to Execution of the Contract. Bids May Be Held by the Waynesboro Redevelopment and Housing Authority for a Period Not to Exceed Sixty (60) Days From the Date of Bid Opening for the Purpose of Reviewing the Bids and Investigating the Qualifications of Bidders Prior to Awarding the Contract. Should any bidder find any discrepancies in, or omissions from, the drawings or documents, or be in doubt as to the meaning or interpretation, the bidder should at once notify in writing the Engineer, who will send out written instructions to all bidders Written questions must be received by the Engineer no less than ten (10) days prior to BID DATE.
