Cape Fear Public Utility Authority (CFPUA) requests statements of qualifications (SOQ) from consulting engineering firms for the design and permitting of waterline interconnections that may include sections installed by horizontal directional drill or other methods. The work will include, but may not be limited to, feasibility/alternative analyses, professional engineering design and permitting, coordination with the entity(ies) having jurisdiction, and construction administration and observation services. The project will include two separate waterline interconnections as stated below. o Installation of a second water main to provide the Love Grove community with redundant water supply to minimize service disruptions and ensure adequate water pressure and flow to effectively suppress fires. The assumed approach to this interconnection will include a horizontal directional drill under Burnt Mill Creek. o Replacement of a previously abandoned 225-foot section of 6-inch diameter water main that crosses under the CSX railroad track at the 600 block of Forest Hills Drive. The assumed approach to this replacement will include a horizontal directional drill under the CSX railroad tracks. The project will consist of surveying, preparing plans, technical specifications and permitting. Tasks performed may include but not limited to: o Feasibility/Alternatives analyses for water main distribution main installation methods based on varying project conditions. o Design of water distribution main extensions using open cut horizontal directional drilling, or other methods as dictated by the entity having jurisdiction. o Water hydraulic modeling necessary to support design and permit applications. o Bidding phase services o Construction administration and observation of capital projects. o Rehabilitation or replacement design of water infrastructure in support of CFPUA Asset Management. o All necessary permitting. Insurance Requirements The following criteria will be deemed necessary for selection: o The firm must meet the following insurance requirements. Workers Compensation may be waived if firm has no employees. o General Liability $1,000,000 per occurrence/$2,000,000 aggregate. Authority must be additional insured and endorsement required. o Workers Compensation $500,000/$500,000/$500,000. Waiver of Subrogation against the Authority and endorsement required. o Auto Liability Insurance $1,000,000 per occurrence combined single limits applicable to claims due to bodily injury and/or property damage. Authority must be additional insured and endorsement required. o Professional Liability not less than $2,000,000 per loss. o Any firm wishing to be considered must be properly registered with the Office of the Secretary of State.
