Renovation of a residential development in Albany, New York. Conceptual plans call for the renovation of a residential development.
The Albany Housing Authority (AHA) is requesting responses from qualified developer partners to submit qualifications and proposals to act as AHA’s partner (“Developer Partner”) to work with AHA to envision, develop, and implement a comprehensive, systematic, and well-thought out plan (“Master Revitalization Plan”) to address the revitalization needs of Capital Woods (See Exhibit A - Subject Property Summary). Property strategies will also include financing, grants, and subsidies from the New York State Division of Housing and Community Renewal (“HCR”), the New York State Housing Trust Fund Corporation (“HTF”), the U.S. Department of Housing and Urban Development (“HUD”), the Federal Home Loan Bank of New York (“FHLBNY”), and others. Proposals that advance a larger revitalization strategy for the surrounding neighborhoods of the Subject Properties will be viewed more favorably. Developer Partners also are encouraged to consider strategies that provide housing for an economically diverse population that includes households making between 90% and 120% of area median income (“AMI”) The Developer Partner will be expected to execute the following scope of work: Work in close collaboration with AHA, AHA residents and the neighborhood, city agencies, and any other relevant stakeholders, to develop a Plan for the substantial renovation or demolition with new construction of the Subject Property. The plan should include a clear vision statement, along with supporting visuals, a development and operating pro forma that identifies and sources and uses of potential funding, a project description identifying the unit mix, type, subsidy, and other pertinent information. The Plan should include a timeline for when funding applications will be submitted for Subject Property. Time is of the essence. Organizational Structure and Staffing: Provide a detailed description of the organizational structure and staffing of the Respondent. List the members of the Respondent's team; indicate their areas of specialization and specific contribution to the team, including architect, builder, attorney, lender, investor, contractor, or subcontractor, etc. Provide a brief description of previous collaboration among the members of the Respondent’s team. Additionally, for each discipline represented on the Respondent's team, indicate if the team member has familiarity with HUD, New York State, and City of Albany or local rules, practices, or conditions. Firms that will be using subcontractors to meet qualifications must be specific about who has the experience on behalf of the team. AHA reserves the right to conduct negotiations with one or more Respondents if, in the sole opinion of AHA, that method will provide the greatest benefit to AHA. AHA reserves the right to cancel this RFQ, or to reject, in whole or in part, all responses received in response to this RFQ. AHA further reserves the right to waive any minor informalities or the failure of any respondent to comply herewith if it is in the public interest to do so. Substantive questions and inquiries regarding this RFQ must be submitted in writing and should refer to the specific paragraph in question. All inquiries must be received no later than 4:00pm on September 12, 2024 to Peter Chiarella at the address on the cover of this RFQ, by e-mail at pchiarella@albanyhousing.org, Answers will be provided as written addenda to this RFQ and will be posted on the AHA Procurement Portal. Question and answer deadline is: Thursday September 12, 2024 at 4:30pm. AHA will provide electronic copies of all addenda to all Respondents to this RFQ, but it will be the responsibility of each Respondent to make inquiry as to the existence and content of addenda, as the same shall become part of this RFQ and all Respondents will be bound thereby, whether or not the addenda are actually received by the Respondents. The method of Contractor Selection has not been Determined at this time
