The Borough Council of the Borough of Alburtis will receive sealed bids for the collection and disposal of solid municipal waste and certain recyclable materials for three years or five years (with provisions under which the term may be extended for an additional year at the Borough's option) commencing on January 1, 2025. Prospective bidders must furnish their name, name of representative, mailing address, e-mail address, telephone number, and facsimile number at the time they obtain bidding documents. Bidders are required to provide bid security in the form of either a certified check, certified bank treasurer's check, bank cashier's check, or a bid bond with satisfactory corporate surety in the form provided in the bidding documents. The amount of the bid security shall be equal to not less than five percent (5%) of the total amount bid for services to be provided over a period of four years under the option for a contract of three years with a fourth year at the Borough's option, weekly collection of municipal solid waste, every other week collection of recyclables, central collection of leaf/grass/brush waste, and no requirement to provide recycling bins (Option 34-1-0-L). A Performance Bond in the form provided in the contract documents, in an amount equal to one hundred percent (100%) of the total amount of the contract (for its full term, including the additional year at the Borough's option) and with satisfactory corporate surety, or a Letter of Credit issued by a satisfactory financial institution with an office within twenty (20) miles of the Borough of Alburtis at which the Letter may be presented for payment and which serves as security for the same purpose and in the same amount as the Performance Bond, shall be required from the successful bidder prior to the execution of a contract. The surety on all bonds (bid and performance) must have a rating of A- or better by the A.M. Best Company or equivalent rating by another nationally-recognized rating organization, and be legally authorized to do business in Pennsylvania. All bids shall be irrevocable for sixty (60) days after the bid opening date. The Borough is soliciting bids for various options. Borough Council will decide which option to accept, if any, after the opening of all bids, based on the best interests of the Borough. The Borough of Alburtis reserves the right in its discretion to reject any or all bids or parts thereof and to waive any defects, errors, omissions, mistakes, irregularities, informalities, or technicalities in any bid.
