The Work consists of furnishing all labor, materials, equipment, skills, and performing all operations required to fully construct the Work . The Work includes, but is not limited to, mobilization and demobilization; installing erosion controls BMPs, silt fence, sediment logs, erosion control construction entrance, control of water and/or dewatering necessary to perform work; protecting existing features within project limits; removal and disposal of vegetation, and debris; removal of an existing diversion weir in county ditch; construction of steel sheet pile diversion weir in County Ditch 23; installation of heat fused high density polyethylene storm sewer pipe and metal end sections; precast concrete manhole structures, including an outlet water control structure with internal weir with internal orifice fittings and special cone grate trash rack; contractor designed helical piles with a cast-in-place reinforced concrete pile cap to support storm structures; earthwork and grading to raise elevation of earthen berm; providing riprap at pipe end sections; site restoration/seeding with native seed mixes; installing erosion control blanket on all exposed soils. Clean-up of sites and removal/disposal of temporary erosion control BMPs at the completion of Work, all as provided for in the Bidding Documents. Bid security shall be furnished in the amount of 5% of the bid in accordance with the Instructions to Bidders. A contractor responding to this solicitation document shall submit to the Owner a signed statement under oath by an owner or officer verifying compliance with each of the minimum criteria in Minnesota Statutes section 16C.285 subdivision 4. The bid of the lowest responsible and responsive bidder is intended to be accepted on or before the expiration of sixty (60) days after the date of the opening of bids. The Owner, however, reserves the right to reject any or all bids and to waive any nonmaterial irregularities, informalities, or discrepancies, and further reserves the right to award a contract for each project in the best interest of the Douglas Soil and Water Conservation District.
