BUILDINGS 1916, T2, BAYS-2 & 3, BUILDING 2715 RE-ROOF AND EXTERIOR REPAIRS. This is a competitive 8(A) Set Aside The Department of Energy (DOE), Consolidated Service Center (CSC), Facilities Organization has the need for a licensed and insured construction Contractor to perform various construction tasks at DOE owned buildings, within the City of Oak Ridge, TN. This work is subject to the Davis-Bacon Act. There is no intent to require "full-time" work by the Contractor, nor to have Contractor supervisory personnel permanently on-site if work is not being performed. Definitive specifications for separate classifications of work will be included in each task order, when applicable. These classifications include, but are not limited to: o Demolition o Partition installation o Doors and frames o Electrical o Floor covering o Structural and finishes o Mechanical o Outside construction (including roofing) o Paint or finish The DOE utilizes R.S. Means, as the industry platform, for developing and estimating construction projects. The Contractor must submit line-item proposals with sufficient detail to ensure DOE can compare the breadth of work and price proposals. Drawings and specifications will be issued with the solicitation. DOE will provide enough detail to describe the end-state. The standing expectation is that the Contractor will use the best practices and industry standards of the trade, code compliance, and will seek clarification if necessary. Provision of detailed, certified, stamped engineer's drawings is generally resource prohibitive, and is not the DOE standard. DOE will make site visits available for each project. All work shall be completed utilizing the P-100 Facilities Standards for the Public Buildings Service as the standard for all buildings owned or operated.
