Webb County is seeking competitive sealed proposals for the Webb County ARPA Waterline projects, which consist of providing water supply from the Rio Bravo Water Treatment Plant (RBWTP) located on 512 Martha St. to Colonia La Presa located approximately five (5) miles north of the RBWTP, about two (2) miles east from the U.S. HWY 83 and Mangana Hein Road intersection. These projects will provide potable water to the residents of La Presa, the La Presa Community Center, La Presa Water Dispenser, and the proposed Fire Station. In addition, the ARPA Waterline projects may provide the La Presa Community with approximately a 2.3 miles water distribution system that extends through RM 6073A, Karina Rd, and Sciaraffa Pkwy. These ARPA Waterline projects' improvements include but are not limited to 1) Construction of 16" Waterline via open cut and jack and bore construction methods, 2) Construction of 8" waterline distribution system (additive alternate), 3) Installation of Fire Hydrants, Valves, and Services along proposed waterlines. Bids shall be on a lump sum and unit price basis, with alternate bid items as indicated in bid forms. The construction budget is estimated between $15,000,000.00 to $16,500,000.00. This document outlines the requirements, selection process, and documentation necessary to submit a formal CSP. This civil works project is being solicited to assist Webb County in completing and implementing programs and/or projects funded with its allocation of American Rescue Plan Act (ARPA) funds. The solicitation will comply with the Texas Government Code; 2269.151 Contracts for Facilities: Competitive Sealed Proposals and with the Code of Federal Regulations 200.318 - 200.327 (General Procurement Standards).
