The following summary of the scope of services is not inclusive and is only intended to be used as an indication of the minimum services to be provided. It is the City's expectation that the Consultant shall include in their proposal all work necessary for the completion of the Project, and no future amendments to a contract would be required. The City was awarded a Highway Safety Improvement Program (HSIP) grant to install bike and pedestrian improvements along Yosemite Avenue from Walnut Avenue to Main Street in the City of Manteca. The proposed bike and pedestrian improvements will include: (a) installation of Class II bike lanes, (b) installation of Rapid Rectangular Flashing Beacon (RRFB) at Veach Avenue, (c) enhanced pedestrian crossings with curb extensions, and (d) reconstruction of existing vertical curb, gutter, and sidewalk into a rolled curb, gutter, & sidewalk on a short street segment of Yosemite Avenue. This is a federally-funded project using HSIP funds. As such, a NEPA Categorical Exclusion (CE) environmental document will be necessary. A Preliminary Environmental Study (PES) was prepared by City staff and submitted to Caltrans. Included in this RFP is a copy of the signed PES, as well as, the original E-mail detailing the required technical studies. This represents the City's best understanding of the required technical studies for the NEPA CE. The City of Manteca (City) is soliciting proposals from DBE certified consulting firms for environmental services for the HSIPL 5242(036) Yosemite Avenue Bike and Pedestrian Improvement Project in the City of Manteca. Selection will be based on qualifications only. The City will negotiate with the highest ranked firm for scope and fee. The following summary of the scope of services is not inclusive and is only intended to be used as an indication of the minimum services to be provided. It is the City's expectation that the Consultant shall include in their proposal all work necessary for the completion of the Project, and no future amendments to a contract would be required. The City will then negotiate scope and fee with the top ranked firm. If the City and top ranked firm are not able to come to an agreement, the City will proceed to initiate negotiations with the second ranked firm. The City will then negotiate scope and fee with the second ranked firm, and so forth. At the conclusion of negations and award of contract, unopened cost proposals will be returned. The Consultant will be responsible for obtaining any right of entry permits required for field work. An Initial Site Assessment Memo shall be completed in accordance with all applicable environmental laws and regulations. Approval from Caltrans is required. At any time during the procurement process, if a firm makes any changes to proposed key personnel or sub-consultants; they must notify the City in writing of those proposed changes. The City reserves the right to accept or reject such proposed changes or to revise the evaluation scoring to reflect the proposed staffing changes. The City reserves the right to accept or reject any and all proposals, or any item or part thereof, or to waive any informalities or irregularities in proposals. The City reserves the right to withdraw or cancel this RFP at any time without prior notice and the City makes no representation that any contract will be awarded to any firm responding to this RFP. The City reserves the right to re-issue a new RFP for the same or similar services. The City reserves the right to postpone proposal openings for its own convenience. Proposals received by the City are public information and must be made available to any person upon request. Submitted proposals are not to be copyrighted. All proposals will be reviewed to determine conformance with the RFP requirements. Any proposal that the City deems incomplete, conditional, or non-responsive to the requirements of the RFP may be rejected. As was stated above; the City reserves the right to reject any and all proposals as well. The method of Contractor Selection has not been Determined at this time. The DBE goal for this project is 90%. The City of Manteca is requiring that firms be a certified DBE Firm to submit a Proposal. Please refer to Attachment B: Caltrans LAPM Exhibit 10-I Notice to Proposers DBE Information.
