Site work and new construction of a medical facility in Edinburg, Texas. Completed plans call for the construction of a medical facility; and for site work for a medical facility.

The County, is planning to procure a Construction Manager at Risk (CMAR) in a one-step process to provide construction management services to build a new facility that house offices and other functional spaces for the County. The building location will be located West ofthe existing Health / WIC Clinic located in Hidalgo, TX. The proposed facility will be constructed as a brick Building. Estimated size of the new Facility will be 6,000 square feet. Further details are provided in Attachment A - Scope Statement, Attachment B - Project Budget, Attachment C - Draft Project Schedule, and Attachment D - Cost Proposal Form, Attachment E- Procurement Schedule and Attachment F - Project Location. Question Submission Deadline:August 27, 2024, 5:00pm Question Response Deadline:August 29, 2024, 5:00pm Questions must be submitted via Electronically. Any Bid received after this deadline will not be accepted and will be returned unopened to the sender. Hidalgo County may award the Bid on a lump sum basis to one (1) bidder or to multiple bidders, whichever is in the best interest of the County. a. Before awarding any contract, Hidalgo County Purchasing Department will verify, using the Federal System for Award Management (SAM) and the Texas Comptroller's Debarred Vendor List, that the offeror recommended for contract award has no unsatisfactory performance history that would prohibit awarding them a contract. b. The contract will be awarded to that responsible offeror(s) whose offer, conforming to the solicitation, will be most advantageous to the county, price ,and other factors considered. A responsible offeror is one who affirmatively demonstrates to the County that the offeror has adequate financial resources and the requisite capacity, capability, and facilities to perform the contract within the delivery period or period of performance, has a satisfactory record of performance on other comparable projects, has a satisfactory record of integrity and business ethics, and is otherwise qualified and eligible to receive an award under the solicitation and laws or regulations applicable to this procurement. c. The County reserves the right to accept other than the lowest offer, reject any or all offers in part or in total for any reason, to accept any offer if considered best for its interest, and to waive informalities and minor irregularities in offers received. d. The County may accept any item or group of items of any offer unless the offeror qualifies the offer by specific limitations. Unless otherwise provided in Pricing Schedule, offers may not be submitted for any quantities less than those specified, and the County reserves the right to make an award on any item for a unit quantity less than the quantity offered at the unit prices offered unless the offeror specifies otherwise in the offer. e. The County's execution of the Contract shall be deemed to result in a binding contract without further action by the offeror. f. The County may, within the time specified therein, accept any offer or part thereof, as provided in (c) above, whether or not there are negotiations subsequent to its receipt unless the offer is withdrawn by written notice received by the County prior to award. g. The County may award a contract, based on initial offers received, without discussion of such offers. Accordingly, each initial offer should be submitted on the most favorable terms from a price and technical standpoint, which the offeror can submit to the County. Hidalgo County reserves the right to waive minor informalities or technicalities when it is in the best interest of Hidalgo County. The term of this Request for Qualifications/Proposals (RFQ/P), Company/Firm will be mutually agreed upon contract award and satisfactory to the County requirements, showing the number of days needed to complete the project. The Schedule must be approved by Hidalgo County before the project commencement. Company/Firm may commence work on the agreed start date executed on a Notice to Proceed issued by the County. No additional or modified Purchase Orders shall be issued and/or approved for the project after December 31, 2024. The agreed upon project termination date may be extended after December 31, 2024, as to time only; however, no extension shall permit work to be performed past December 31, 2026. If such extension is needed, the Company/Firm shall notify the County in writing as soon as possible if it is determined, or reasonably anticipated, that the work under this Agreement cannot be completed before the vendor's proposed project termination date, and the County may, at the County's sole discretion, extend the termination date by written amendment. The Company/Firm shall allow adequate time for review and approval by the County of the written notice and request by the Company/Firm to extend the Termination Date. Any extensions shall be under the same rates, terms, and conditions.
