The purpose of this RFP is to solicit proposals for the delivery and implementation of an Advanced Metering Infrastructure (AMI) Systems Solution. Mount Dora is seeking requested information, description of services, and price quotes to implement a communication system to obtain data as well as have the ability to control and manage the meters. The City of Mount Dora has approximately 950 commercial and 6,100 residential electric meters and approximately 13,000 combined commercial and residential water meters which is spread across about seven square miles for electric and 23 square miles for water. This project will involve exchanging only all existing electric AMR drive-by read meters within the Electric Service territory with communications infrastructure established to adequately and reliably cover this area and capability to expand the communication to all water meters in the future. It is extremely critical the proposed AMI system have detail to explain integration in to the billing system and meter outage reporting capability. Mount Dora objective is to institute Smart Metering throughout the service territory utilizing managed service provider for the communication infrastructure and all related software. The City anticipates the following four (4) areas of concentration in the project, and apprehends the order these areas are listed does not represent the sequence necessary for successful project integration. o CUSTOMER EDUCATION AND ENGAGEMENT o Supplier shall develop and provide a customer communication strategy with regards to AMI integration and benefit o AMI DEPLOYMENT o Supplier shall provide at materials, software, communications and integration for the City's CIS billing systems o Supplier shall provide all labor for meter programming, field exchange, and CIS customer data update. o TRAINING o Supplier shall train City staff in the use and application of software and communications systems to enable success of the AMI metering infrastructure. o MANAGED SERVICE ADMINISTRATION AND METER DATA MANAGEMENT o The supplier shall provide at materials, software, training for both short and long term meter data management, to include firmware updates, meter data contingency and annual daylight savings integration The City plans to implement an AMI system that is established and proven over multiple similar scale projects. First-generation and other unproven equipment and software are not acceptable. The City will not pay for a heavily customized solution that achieves all the objectives and features below but rather a reliable, time tested platform that provides as many of the features as possible at a reasonable price. Supplier shall provide a Visio system diagram of the plan, from head-end system down to field devices. An "as-built" update of this Visio diagram will be required prior to project closure. The following subsections provide more detail of the current state of our Metering and Customer Information and Billing System (CIS). The City currently utilizes an Itron AMR drive-by read system for Electric and Water meters using Itron Centron-ERT Electric meters and Neptune E-coder R900M water meters. The City maintains one-Itron vehicle mounted read system which reads each meter read route. The system is divided into six (6) Read Routes. Each cycle route is read in a one-week process, with the flat file transferred from the vehicle at the end of each cycle. The flat file is uploaded into BS&A, followed by work orders generated for a Re-Read process conducted manually.
