Demolition, site work, renovation and addition to a fire / police facility in Apex, North Carolina. Conceptual plans call for the addition of a fire / police facility; for the demolition of a fire / police facility; for the renovation of a fire / police facility; and for site work for a fire / police facility.
The intent of this Request for Qualifications (RFQ) is to solicit a Statement of Qualifications (SOQ) from architectural firms qualified and interested in the project. The Town of Apex plans to select a firm to program, design and produce construction documents, provide estimates, and perform construction administration services for the project using the Design-Bid-Build delivery method. Phase 1 of the project will include renovations and additions to Fire Station 3 and overall site to combine the personnel and equipment from Fire Station 1. Scope of Work The work elements may include, but not be limited to the following: o Programming - Communicate with the town representatives to determine needs and develop program and budget o Schematic Design o Design Development o Construction Document Development o Minor Site Plan and Construction Plan approvals through Town of Apex o Provide Estimating Services o Bid Phase Services o Construction Administration Services and Project Closeout o USB drive should only contain the one PDF file, and if other info is on the drive, the submittal and firm will be disqualified. Both the written copies and USB drive must be received by the deadline above. Responses received after the deadline above will not be accepted or considered. o None of the items submitted will be returned. o Responses submitted must be concise and address the objectives requested. o Responses shall be limited to a maximum of 15 single-sided pages, including items 1 through 10 below o Statement of Qualifications shall address the following, at a minimum, and should conform to the following numbering system: 1. Letter of transmittal identifying contact person 2. Statement substantiating firm's understanding of project objectives and task assignments 3. Company background and history A. A brief history of the firm B. Resumes of the principals C. Firm's NC license number 4. List similar design work performed by the company over the last 5 years (Public Safety, Renovations, Additions, Site Developement) A. Include, at a minimum: size, scope, cost, location, dates, time adherence, and owner contact 5. Identify the proposed project architect (person directly responsible for the design and production of working documents) and the proposed principal-in-charge and/or project manager (if different from the project architect) A. Include five projects the proposed project architect has completed in the last five (5) years. For each project, include size, scope, cost, location, owner contacts, date completed versus original scheduled completion date, final actual cost versus initial budget, and percent of change orders issued for the project. Projects listed in Number 4 above may be included. B. Include resumes of project architect, principal-in-charge and/or project manager assigned 6. List the firm/consultant and individual(s) who will perform or be responsible for the close supervision of the following design work: A. Architectural Design B. Civil Engineering (including landscaping) C. Structural Engineering D. Plumbing, Mechanical, Electrical Engineering and Fire Protection 7. Provide three (3) client references (other than items 4 and 5 above). Local Government references are preferred. Provide one reference from a financial institution. 8. Describe previous litigation or arbitration in which your firm has been involved and the outcome during the past five (5) years. 9. Describe your firm's approach to construction administration. How will you ensure that the contractor meets the owner's objectives in terms of schedule, cost control, and quality control List the person who will be providing construction administration and include their resume. 10. State any history or present condition that would put the firm in a conflict of interest in the design and/or construction of the project. Attach any supporting material to your response. Selection and Award The Town of Apex anticipates interviewing one or more firms before making a final selection. The Town of Apex shall select the most qualified firm and reserves the right to reject any and all responses based on the following criteria: 1. Demonstrated understanding of the project 2. Demonstrated experience with public facilities 3. Accessibility to the project site 4. Ability of the firm to meet the project schedule and remain within the budget 5. Such other appropriate information as the Town deems advisable The Town of Apex will award the contract to the selected firm based on successful negotiation of the fee for this work. If unsuccessful, the Town may enter negotiations and award the contract to another qualified firm. The Town of Apex is not responsible for any costs incurred by Firms in preparing, submitting, or presenting their SOQ's.
