Question Deadline 08/29/2024 at 5:00 PM PT Questions concerning this RFQ shall be directed in writing to: Tyler Nash- Buyer tnash@cityofredding.org The City of Redding invites qualified contractors to submit proposals to provide mechanical maintenance services to the City of Redding Power Plant. If your firm elects to submit a proposal, please address the items described in this RFQual in the format specified. The selected proposal will become a part of the City of Redding's Construction Services Contract. GENERAL BACKGROUND The City of Redding power plant is a natural gas fired power station rated at 185 megawatt (MW) electrical generating capacity. The facility utilizes five gas turbines, one steam turbine, and one hydroelectric turbine. Three of the gas turbines (Unit 1, Unit 2, and Unit 3) are simple cycle peaking power units. Two of the gas turbines (Unit 5 and Unit 6) operate in combined cycle with a single steam turbine (Unit 4). The hydroelectric turbine (Unit 9) is located at a remote site near Whiskeytown Dam. Access to many of the plant areas and equipment requires lockout/tagout (LOTO) and confined space entry procedures. Up to two (2) qualified contractors will be selected, each for a not-to-exceed $100,000 per fiscal year contract (per contractor) for work to be performed as described in this Request for Qualifications (RFQual). This contract will allow the contractor to perform preapproved work on a firm price basis or on a time and material basis as per negotiated rates incorporated into the awarded contract. RESPONSIBILITIES OF THE CONTRACTOR- SECTION I The contractor will be responsible for the following: 1. As requested and approved by authorized plant staff, provide maintenance services for mechanical components and equipment at the plant including, but not limited to, pumps, motors, turbines, generators, valves, gearboxes, bearings, and air flow control dampers. 2. The City anticipates the Contractor will take great care in the designation of a lead individual. The City also anticipates that the lead individual will be dedicated to providing prompt service as required and that a backup individual will be available as needed to provide uninterrupted service to the City. 3. Conform to the City's outage schedule in the event that work can only be completed during specific time frames. 4. Adhere to City of Redding Power Plant lockout/tagout (LOTO) and confined space entry procedures. 5. Comply with all Federal and State regulations regarding hazardous wastes, including universal waste. Contractor shall be responsible for collection, control, storage, labeling, transport, and disposal of all hazardous wastes, including universal waste, generated during completion of the work. 6. All contractor employees will be paid prevailing wage as set forth by the State of California. Certified payroll will accompany all invoices. 7. California State Department of Industrial Relations registration is required. 8. A Contractor's A, C-61/D-21, or other applicable license, is required. The City will be responsible for scheduling equipment outages, providing permits for confined space entry, administering the LOTO program, and providing a site safety orientation to all contracted employees.
