Purpose: The intent of this Competitive Contracting Request for Proposals and resulting contract is to obtain Consulting Services for certain Community Development programs. Camden County is a Federal Entitlement Community under the U.S. Department of Housing and Urban Development's (HUD) Community Development Block Grant (CDBG), HOME and Emergency Solutions Grant (ESG) Programs. The County is also the recipient of other Federal and State funds for housing, community, and economic development programs. The Camden County Division of Community Development is looking for a consultant to assist with the management of these programs. Scope of Services: The Camden County is requesting the following Community Development Consulting services: Assisting with the County's Five- Year Consolidated Plan for FY 2025 to 2029. Assisting with the Annual Action Plan as part of the Consolidated Action Plan and Strategy for the CDBG Program for FY 2025, and FY 2026. Preparing the County's Analysis of Impediments to Fair Housing Choice or applicable Fair Housing Assessment. Assisting in qualifying activities for Federal financial assistance. Assisting in the preparation of annual performance reports referred to as the Consolidated Annual Performance and Evaluation Report (CAPER) Assisting in the preparation of the Environmental Review Record (ERR) for annual community development activities, as well as amendments to the CDBG and HOME Programs Assisting with an update to the County's Citizen Participation Plan for the Federal CDBG Program Providing advice and assistance in the implementation of program activities, including compliance with Federal and State regulations Providing advice and technical assistance relating to the implementation of the CDBG, HOME and ESG Programs, including the lead-based paint requirements. Prepare a Policies and Procedures document for the CDBG/HOME/ESG program in accordance with Federal and State rules. Firms responding to this Competitive Contracting Request for Proposals should have extensive experience and a knowledgeable background and qualifications in the provision of the services described herein. Despite any language contained herein to the contrary, this document does not constitute a bid and is intended solely to obtain competitive proposals from which the County may choose a contractor(s) that best meet(s) the County's needs. The County intends to award this contract pursuant to N.J.S.A. 40A:11-4.1 et seq., and N.J.A.C. 5:34-4.1 et seq. Official County CCRFP documents are available from the County as described herein at no cost to the vendor. Potential proposers are cautioned that they are proposing at their own risk if a third party supplied the CCRFP document that may or may not be complete. The County is not responsible to prospective vendors for third-party supplied procurement documents. Proposals should be provided in a sealed envelope with the title of the CCRFP clearly marked on the outside. If hand-delivering proposal it must be left in the marked bin accessible from the 6th Street entrance to the Courthouse. Bin access is M-F 8:30 A.M. to 4:00 P.M. only. The County assumes no responsibility for delays in any form of carrier, mail, or delivery service causing the proposal to be received after the above referenced due date and time. Submission by fax, telephone, or e-mail is NOT PERMITTED. Final selection of firm(s) shall be made by the Camden County Board of Commissioners by formal resolution. Contract(s) for services will be provided by the Office of County Counsel. Addenda/revisions to this CCRFP shall be provided to all firms who have received this Competitive Contracting Request for Proposals. The term of the contract(s) that result from this CCRFP shall be for a period of three years: from 10/1/2024 to 9/30/27 with two (2) one-year options to renew. The option(s) to renew shall be at the sole discretion of the County of Camden. The method of Contractor Selection has not been Determined at this time.
