Demolition, site work and paving for a mixed-use development in Washington, Virginia. Conceptual plans call for the demolition of a playground / park / athletic field; for site work for a playground / park / athletic field; for paving for a playground / park / athletic field; sidewalk / parking lot; sidewalk / parking lot; and sidewalk / parking lot.

INTRODUCTION The Rappahannock County Park (the Park) has served the local community since 1978. The 7.3-acre park includes a children's playground, picnic pavilion, basketball court, tennis court, shared use pickleball/tennis court, skatepark, shuffleboard, corn hole, horseshoe pits, outdoor fitness trail, outdoor frisbee golf, open space, and a 3.2-acre natural area within the park. The Park is located in Virginia's Piedmont region, at the eastern doorstep of Shenandoah National Park. The Rappahannock County Recreational Facilities Authority (RCRFA), which is responsible for operating the Park, is soliciting preliminary conceptual designs and pricing proposals from qualified playground designer/manufacturers and/or vendors (Vendors) to design, replace, and/or improve the playground. This project will replace, among other things, an iconic -and beloved - "home-made" wooden pirate ship and castle structure built in 1991 using CCA treated lumber. RCRFA is looking for a mix of unique, inclusive playground equipment with engaging features and high play value. New equipment will compliment retained elements of the existing playground to encourage physical activity and enhance motor skill development. RCRFA seeks a natural design theme to match the Park's natural, rural, and scenic setting. This request for preliminary conceptual designs and pricing proposals is an invitation by RCRFA to submit non-binding preliminary design concepts and costs for the playground renovation at the Park. Based on design concepts received and subject to the availability of funding, RCRFA intends to engage a playground professional to design and install approved playground upgrades, including both play equipment and play surfaces that are inclusive and meet modern playground safety standards. VISION: RCRFA's vision is to create a space with a full range of outdoor playground activities that is useable during all seasons. Designed primarily for children in the 2-12 age groups, it should be inclusive and focus on fitness, movement, and social interaction. The cost must be reasonably achievable and the equipment must be safe, durable, and inclusive. The overall aesthetic should reflect the Park's natural setting and Rappahannock County's commitment to environmental stewardship. A compelling design will: - Be fun, and provide varied opportunities for a range of play activities and abilities, including children with disabilities; - Maximize safe play challenge and value to users; - Promote creativity, learning, development, and social interaction; - Utilize durable surfaces and materials to maximize equipment life and limit maintenance requirements; - Reflect the county's natural environment. Playground equipment and design must meet the requirements of the American with Disabilities Act (ADA), and utilize International Playground Equipment Manufacturers Association (IPEMA) certified equipment that meets or exceeds all federal and state guidelines, and conforms to the playground-related technical standards set by the American Society of Testing Materials. RCRFA, working with the Rappahannock County Park Foundation, intends to secure a combination of private and foundation funding for this project. RCRFA is seeking a partner that will provide compelling narrative and graphics to facilitate necessary fundraising efforts. PROJECT ELEMENTS: This Request for preliminary conceptual designs and pricing proposals describes the Project and the requested elements of the designs. The overall Playground Renovation consists of: design, preparation of design documentation (including compelling camera-ready visual mock-ups of finished design), permitting, demolition, removal, and disposal of non-maintained equipment and trees, removal of existing playground surfacing (except proximate to CCA-treated structures, where it will be removed in advance), site preparation and installation of equipment, installation of ADA compliant pathway from the parking lot to the playground and ramps, and installation of ADA compliant and wheelchair accessible surfacing with border. Attachment #1 provides a to-scale schematic design of the current playground equipment. As can be seen, the playground is irregular in shape and approximately .46 acre in size. Playground components to be retained and incorporated into the new design are: - The Playground Pod Area (with existing play equipment for ages 2-5); - Sweet Gum tree by parking lot, Red Maples and White Pine trees near play pod; We anticipate that playground equipment other than the play pod will also be removed, but are willing to consider alternative approaches to equipment other than the wooden pirate ship and castle structure. RCRFA will arrange for removal and disposal of the large wooden castle with drawbridge and pirate ship with slide. In addition, RCRFA anticipates separately removing and replacing ground soil proximate to the CCA-treated structure. Retained (i.e., uncontaminated) soil has approximately 9" of mulch surface covering. RCRFA requests concept proposals for a budget target of $125,000. Vendors may submit multiple designs/proposals. ANY FEATURES RECOMMENDED ABOVE THE BUDGET TARGET SHOULD BE CLEARLY IDENTIFIED AS "VALUE ADDED ITEMS" AND CLEARLY SPECIFY THE ADDITIONAL ASSOCIATED COST. All questions concerning the STATEMENT OF WORK must be submitted in writing via email and received by no later than September 13, 2024. SCOPE OF SERVICES Based on a review of conceptual designs received, RCRFA intends to select a single Vendor to complete a final design and perform all play area modifications, including design, preparation of design documentation (including camera-ready visual mock-ups of finished design), permitting, demolition, removal, and disposal of non-maintained equipment and trees, removal of existing playground surfacing (except proximate to CCA-treated structures, where it will be removed in advance), site preparation, installation of equipment, installation of ADA compliant pathway and ramps as needed from the parking lot to the playground, and installation of ADA compliant and wheelchair accessible surfacing with border. RCRFA asks Vendors to consider including either a castle with drawbridge, a pirate ship, or both, in the design. In addition, the conceptual designs should include options for balancing, climbing, crawling, hanging, imagining, manipulating, pushing, pulling, riding, seesawing, sitting, sliding, and swinging. Emphasis will be on accessibility, natural design features and, to the extent practical, natural materials. The design should echo the Park's natural, rural, and scenic setting. Basic Requirements - Play structures and amenities must be age appropriate with proper signage. - All products must bear the certificate seal of IPEMA and meet or exceed ADA Accessibility Guidelines for equipment and play areas. - Surfacing must be wheelchair accessible. - All equipment and surfacing must conform to current playground ASTM and CPSC technical standards including, but not limited to: (i) ASTM F 1487 (Playground Equipment); (ii) ASTM F 1292 & ASTM F 3313 (Impact Attenuation of playground surfaces); and (iii) CPSC Publication 325 (Public Playground Safety); and (iv) Earth tone/natural colors preferred. Equipment: - Multiple play structures and amenities for ages 5-12, including at least two structures that are accessible to children with disabilities; - One 4-bay, multiple-bay swing structure accommodating ages 2-5, 5-12, and a handicapped accessible style swing; - An approximately 50 Ft handicapped accessible ramp from parking lot to playground; - Wheelchair accessible playground surfaces. RCRFA is willing to consider a multi-surface approach, with poured-in-place rubber (PIP) in major surface areas, along with FIBAR, or FIBER-like engineered wood fiber (EWF). The Vendor will perform all play area modifications which will include design, preparation of design documentation (including camera-ready visual mock-ups of finished design), permitting, demolition, removal, and disposal of non-maintained equipment and trees, removal of existing playground surfacing (except proximate to CCA-treated structures, where it will be removed in advance), site preparation and installation of equipment, installation of ADA compliant pathway from the parking lot to the playground and ramps, and installation of ADA compliant surfacing with border. The RCRFA Playground Committee will review the written preliminary conceptual designs and pricing proposals and will determine, in its sole discretion, the top Vendor(s). Evaluation of the Proposals will be conducted, based on the following: - Proposed site equipment designs and concepts, including safety, originality, creativity, and accessibility; - Overall play value of the proposed design and equipment; - Environmental and aesthetic fit; - Ability to meet budget target; - Value to cost ratio; - Ability of proposed design to meet IPEMA certification requirements and comply with current ADA, CPSC, and ASTM Guidelines. Based on the proposed evaluations, the RCRFA Playground Committee will make vendor and design recommendations for both budget options to the RCRFA, which will make the final determinations and select the design options. We anticipate installation to take place during 2025, depending on funding. There is no guarantee that RCRFA will be able to secure funding and/or that RCRFA will ultimately issue a contract for this work. Any contract will be subject to contract negotiations, including applicable provisions Rappahannock County's General and Special Terms and Conditions.
