Design and Installation of Park Improvements at Eagle Creek Neighborhood Park Purpose; Scope of Work. Lee's Summit Parks and Recreation (the "City") is issuing this Request for Proposals ( "RFP") seeking proposals ("Proposals") from qualified, licensed firms ("Contractors") interested in providing DESIGN AND INSTALLTATION OF PARK IMPROVEMENTS AT EAGLE CREEK NEIGHBORHOOD PARK (the "Service"), as more particularly described in Section B, "Scope of Work" of this RFP. In accordance with the City's Procurement Policy, the City will accept sealed Proposals for the Services specified in the Scope of Work. The Lee's Summit Parks and Recreation Department, an agency of the City of Lee's Summit, requests proposals from playground manufacturers/distributors for the design and installation of park improvements for Eagle Creek Neighborhood Park, physical address: 2301 SW Sampson Road, Lees Summit, Missouri 64082. LSPR is seeking unique and creative responses to accommodate the following: Adventure play area (age 5-12) Tot play area (age 2-5) 16' x 24' Rectangle Park Shelter (material only) Activities for playground areas should include but not be limited to the following: swings, slides, zip lines, rope climb, rock climb, elevated structures, toddler play, shade structures, ground level, and Americans with Disability Act ("ADA") accessible play. Shelter should follow manufacturers and industry standards along with international building code for load requirements and footing design. Proposals in all areas should be responsive to age appropriate activities as well as be responsive to ADA accessibility guidelines and American Society of Testing and Materials ("ASTM") standards. Respondents may only submit one proposal; however within that proposal the respondent can provide multiple options (up to three options). Proposals should factor in budget requirements and site conditions. Respondents are asked to maximize the number of play components within the given project site area based on budget criteria and site conditions. LSPR reserves the right to award contracts to more than one vendor for the playground project. The work shall consist of furnishing all labor, materials, equipment, supplies, and accessories needed to complete the work as proposed by the respondent. Project scope shall include delivery and storage of materials, and installation of playground equipment. Design responses should take into consideration access, topography, existing utilities and other park features and landmarks. Incorporating these conditions into the layout will be important in creating an iconic focal point for the park. All submissions shall meet or exceed the following ASTM standards; ASTM F1487 Standard Consumer Safety Performance Specification for Playground Equipment for Public Use. ASTM F2373 Standard Consumer Safety Performance Specification for Children 6 months through 23 months. Question Deadline 09/24/2024 at 3:00 PM CT. Any question related to the RFP, including any part of the Specifications, Scope of Work, or other Agreement Documents, shall be submitted only via electronically. Hand delivered, mailed, verbal, or telephone inquiries directed to City staff will NOT be answered. Within two (2) business days following the Final Date and Time for Inquiries, unless otherwise extended, listed on the cover page of this RFP, answers to questions received will be posted electronically. If an answer to a question results in a change or clarification to the specifications, the City will issue an Addendum via electronically. The City will not respond to inquiries submitted after the Final Date and Time for Inquiries. Any interpretations or corrections of the RFP and proposed Services Agreement will be made only by addendum(s) duly approved and issued by the City. The City will not be responsible for any other explanations or interpretations Target Parks Board Award Date: October 23, 2024 Anticipated Notice of Award Date: October 24, 2024 The City of Lee's Summit reserves the right to amend the solicitation schedule as necessary. In the event that a Contractor cannot be selected based solely on Proposals submitted, Oral Interviews may be conducted at the City's sole discretion. Award of Agreement. A. Selection. A selection committee composed of representatives from the City will conduct the selection process according to the schedule listed on the cover page of this RFP. Proposals shall be opened after the designated date and time on the cover page of this RFP. PRICES SHALL NOT BE READ. The Selection Committee shall award the agreement to the responsible and responsive Firm whose Proposal is determined, in writing, to be the most advantageous to the City and best meets the overall needs of the City taking into consideration the evaluation criteria set forth in this RFP. The amount of applicable transaction privilege or use tax of the City shall not be a factor in determining the most advantageous Proposal. After the City has entered into an Agreement with the successful Firm, the successful Proposal and the scoring documentation shall be open for public inspection. B. Line Item Option. Unless the Proposal states otherwise, or unless otherwise provided within this RFP, the City reserves the right to award by individual line item, by group of line items, or as a total, whichever is deemed most advantageous to the City. C. Multiple Award. The City, at its sole discretion, may elect to enter into Agreements with multiple Firms who are qualified to provide the Services. The final terms and conditions of the proposed Agreement will be negotiated by the City with the successful offerors. D. Form of Agreement. The selected Firm will be required to execute the City's Services Agreement in a form acceptable to the City Attorney. A proposed Services Agreement is included with this RFP. If the City is unsuccessful in negotiating an Agreement with the highest-scoring Firm, the City may then negotiate with the second, then third, highest-scoring Firm until an Agreement is executed. City Council approval may be required. The City reserves the right to terminate the selection process at any time. E. Waiver; Rejection; Reissuance. Notwithstanding any other provision of this RFP, the City expressly reserves the right to (1) waive any immaterial defect informality, (2) reject any or all Proposals or portions thereof and (3) cancel or reissue an RFP. F. Protests. Any Firm may protest this RFP, the proposed award of an Agreement, or the actual award of an Agreement. All protests will be considered in accordance with the City Procurement Policy. PROJECT COST. Respondents are asked to submit a breakdown of cost in each design proposal. Alternate plans for these areas if presented should also be listed. Budget for the project including shipping, storage of materials, design, and installation for all park improvements is $150,000.00. Grading, curbing, surfacing, and drainage will be provided by the City or others. Notwithstanding any other provision of this RFP, the City expressly reserves the right to (1) waive any immaterial defect informality, (2) reject any or all Proposals or portions thereof and (3) cancel or reissue an RFP.
