Larimer County intends to hire at least one (1) qualified laboratory (Contractor) to provide analytical services to support the landfill monitoring programs. The Contractor will provide sample bottles, analyze water samples, and report analytical results to Larimer County. Larimer County prefers a laboratory that can provide bottle labels pre-printed with Sample ID, Analysis, and Preservative. The Contractor will also be expected to provide occasional technical assistance and to resolve problems with data quality. The Contractor at a minimum, will provide, perform, and/or furnish the following: 1. LABORATORY WILL: 1.1. Within five (5) business days of verbal or written notification, the laboratory will: 1.1.1. Provide containers for samples prepared for proper sample preservation. 1.1.2. Provide bottle labels and chain-of-custody forms. 1.1.3. Provide coolers for the preservation and transportation of the samples. 1.1.4. Provide VOC trip blanks. 1.1.4.1. In accordance with Colorado Department of Public Health and Environment (CDPHE) guidance, VOC sample vials must contain no preservative and testing must be completed within 14 days from date of sample collection. 1.2. If the laboratory is located more than twenty (20) miles from Larimer County Landfill (5887 S Taft Hill Rd, Fort Collins, CO), the laboratory will provide bottle delivery and shipping to and from (e.g., via courier, FedEx, etc.); all cost associated must be included in the pricing. 1.3. Analyze groundwater, surface water, and leachate samples from Larimer County Landfill and Larimer County North Landfill; analytical parameters are as listed in the Exhibits. 1.3.1. The laboratory must use analytical methods approved by the CDPHE or USEPA. 1.3.2. For each analyte, the laboratory's method detection limit (MDL) must be low enough to allow comparison with federal or state groundwater protection standards, surface water standards, or permit limitations (see the Exhibits). 1.3.3. Higher detection limits will be allowed in cases where matrix interferences cannot be avoided. 1.3.4. Methods used for the analyses of metals will accommodate samples containing high concentrations of chloride, calcium, magnesium, and sodium. No questions will be accepted after the date and time referenced above. All questions received will be answered via Addendum only. Larimer County reserves the right to reject any and or all proposals, to further negotiate with any and/or qualified proposers and to waive informalities and irregularities in proposals received, and to accept any portion of the proposal if deemed to be in the best interest of Larimer County to do so. If, in the sole judgment of the Board of County Commissioners, the proposals are substantially equal, the Board may grant the contract to companies located in Larimer County, however this is not applicable in the case that Federal funds are used. Larimer County, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 US.C. 2000d to 2000d-4) and the Regulations, hereby notified all proposers that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises (including minority-owned or women-owned) will be afforded full and fair opportunity to submit a proposal in response to this Request for Proposal and will not be discriminated against on the grounds of race, color, religion or religious affiliation, sex, familial status, age, genetics, disability, or national origin in consideration for an award. Insurance :BEFORE submitting your company proposal, confirm with your insurance carrier that your company can meet the insurance requirements published in the solicitation. Your company insurance coverages should be correctly noted in the most current EOC. NOTE: All Larimer County contracts require that the Award Vendor always possess appropriate insurance during the contract; these coverages are purchased at the company's expense. The County's insurance requirements may necessitate a company adding or increasing coverage/limits, and those changes may impact pricing for the proposed project. These costs must be included in your pricing at the time of submission and will not be permitted to be added later.
