The work involves crushing and stockpiling a total of approximately 195,000 tons of Crushed Aggregate 3/4-inch; 8,000 tons of Cold Mix Recycled Asphalt Pavement (RAP) 3/4-inch; 47,900 tons of Cover Coat Material Class 3 (3/8-inch minus); 10,100 tons of Cover Coat Material Class 4A (1/4-inch minus) and 18,900 tons of 3/4-inch chips and other related work as specified in the Contract Documents, at the following locations: 1} MOJO Gravel Pit on Notus Road (north of Dixie River Road) and 2} Kapicka Gravel Pit on Lincoln Road (between Middleton Road and Midland Blvd.) and 3} Morford Gravel Pit on Pinto Lane (northwest of Pinto Lane Curve) and 4} Galloway Pit on Galloway Road (between Freezeout Rd and Harvey Rd). This is a Highway District No. 4 (HD4) crushing project. It is the intent of these documents to describe the work required to complete this project in sufficient detail to secure comparable bids. All parts or work not specifically mentioned which are necessary in order to provide a complete project shall be included in the bid and shall conform to all Local, State and Federal requirements. In determining the lowest responsive bid, the Owner will consider all acceptable bids on a basis consistent with the bid package. The Owner will also consider whether the bidder is a responsible bidder. Before a contract will be awarded for work contemplated herein, the Owner will conduct such investigation as is necessary to determine the performance record and ability of the apparent low bidder to perform the size and type of work specified under this Contract. Upon request, the bidder shall submit such information as deemed necessary by the Owner to evaluate the bidder's qualifications. Bids must be accompanied by Bid Security in the form of either a bid bond, certified check, cashiers check or cash in the amount of 5% of the amount of the bid proposal. Said bid security shall be forfeited to the Highway District No. 4 as liquidated damages should the successful bidder fail to enter into contract in accordance with their proposal as specified in the Instructions to Bidders. Highway District No. 4 reserves the right to reject any or all proposals, waive any nonmaterial irregularities in the bids received and to accept the proposal deemed most advantageous to the best interest of the Highway District No. 4.
