**As of October 25, 2024 this project has not yet been awarded. A timeline for award has not yet been established. University Medical Center's access control objective is to provide a secure and safe environment for our patients, visitors, and stakeholders. UMC's access control is composed of DSX software and physical security devices tied through three main components input, process and output (authentication and authorization). Access Control Contractor would work along with Support Services Coordinator to ensure access control system is operating properly. The purpose of this agreement is to provide access control services as needed, preventive maintenance, and annual inspections to extend the life of current installed system/devices, prevent wearing out equipment pre-maturely, and prevent costly breakdowns/emergencies. 2. BACKGROUND The El Paso County Hospital District is a not-for-profit, community-owned healthcare organization operating in El Paso, Texas, providing acute care services as well as outpatient and primary care services spanning virtually all major healthcare service lines. University Medical Center of El Paso is the largest public hospital located directly on the U.S./Mexico border and it is the only teaching hospital in the West Texas/Southern New Mexico region, affiliated with the Texas Tech University Health Sciences Center El Paso. It also has affiliation agreements with numerous educational institutions in the region, including the University of Texas at El Paso, Southwest University, El Paso Community College, and others. Accredited by the Joint Commission and licensed for 354 beds, the hospital admits approximately 16,000 patients each year. Approximately 70,000 patients are seen in its Emergency Department annually. The University Medical Center of El Paso also serves as the region's only Level 1 Trauma Center. The hospital is also a Center of Excellence in Mother/Baby care and a Level 4 Maternal Care facility (the highest level of care possible). One third of all babies born in El Paso County annually are born at UMC of El Paso. University Medical Center of El Paso is also the region's only Joint Commission-certified Comprehensive Level 1 Stroke Center. The hospital began in 1915 as El Paso County Hospital. Its mission today is To Heal, To Serve and To Educate. University Medical Center of El Paso's Vision is: To be the first choice for healthcare in the Southwest. University Medical Center of El Paso is a university-affiliated teaching hospital, sharing its campus with the Texas Tech University Health Sciences Center El Paso. Texas Tech University's medical school designated UMC of El Paso as its primary teaching facility in 1973. Resident physicians receive post-graduate training in Family Practice, Anesthesiology, Psychiatry, Pathology, Radiology, Surgery, Emergency Medicine, Orthopedic, and other specialties/fields. Additionally, Allied Health Career students receive their clinical training at University Medical Center of El Paso through memorandums of agreements with the University of Texas at El Paso, the El Paso Community College, New Mexico State University and 50 other educational institutions. Twice in the 1990's and again in 2008, UMC of El Paso was recognized as one of the nation's top performing hospitals in a study titled "100 Top Hospitals: Benchmarks for Success." Since the early 1990's, UMC of El Paso has been designated by the White House as the primary hospital to provide medical care to the President and Vice President of the United States, should it be needed during their visits through the region. 3. SCOPE OF SERVICES PART 1 - GENERAL 1.1 Work Included A. The Work of this Section shall include furnishing material, equipment, labor, and supervision to install in place of DSX access control devices upon the request of the Administrative Director of Security Operations, Director of Security Compliance, Support Services Coordinator, Engineering, and IT, as specified herein and indicated on the Drawings. Included will be ordering, supply, delivery, unloading, setting, anchoring, control wiring installation, wiring termination, software upgrades, service calls, and start-up. No other substitutions or additions of other brands of access control systems will be used or implemented. 1.2 Related Work A. The Access Control Vendor will: 1. Utilize DSX access control systems only, no other substitutions or additions of other brands of access control systems will be used or implemented. 2. Provide installation diagram, details, and templates for setting indoor and outdoor mounted equipment. 3. Furnish and install conduit to access control devices to include: electric strikes, maglocks, card readers, motion sensors, and push to exit devices. 4. Electrical wiring diagrams and details. 5. Electrical installation requirements. 6. Electrical power, data, and communication requirements. 7. Comply with hospital, Life Safety, NFPA, TJC, and CMS standards and guidelines. 8. Assist with service calls upon request. For Life Safety issues, a two hour response is required. 9. Attend EOC rounds to ensure we are in compliance with Life Safety and accreditation standards. 10. Assist with annual access control door inspections and provide detailed report of inspection. 1.3 System Description General University Medical Center's access control objective is to provide a secure and safe environment for our patients, visitors, and stakeholders. UMC's access control is composed of DSX software and physical security devices tied through three main components input, process and output (authentication and authorization). Access Control Contractor would work along with Support Services Coordinator to ensure access control system is operating properly. The purpose of this agreement is to provide access control services as needed, preventive maintenance, and annual inspections to extend the life of current installed system/devices, prevent wearing out equipment pre-maturely, and prevent costly breakdowns/emergencies. Access Control Contractor would prioritize scheduling and response time for service calls during normal and afterhours to include weekends. Access control Contractor would agree to preferred hourly rate during normal business hours and an extended preferred hourly rate for after hours to include weekends. Access Control Contractor and Support Services Coordinator will conduct on-going preventive maintenance and inspections for all access control systems to include: doors, gates, and intercoms. Overall, Access Control Contractor along with the Support Services Coordinator will troubleshoot, monitor, maintain, and improve DSX access control system and its components for security and productivity purposes. The on-going preventive maintenance includes but is not limited to: Visual Inspections: devices/equipment/cabling for signs of damage, and clean up cables (tie up). Annual Inspections: conduct annual inspection of doors tied to maglocks for life safety measures and provide inspection report. Access Control Panels Inspection: circuits, door controller programming, label panels, confirm locking/unlocking schedules and holidays, test system power, batteries, switches, fuses, (replace as needed) and upgrade software to the latest release. Devices & Equipment Inspection: assessment on all door contacts and locking devices, confirm card readers and keypads are working properly, verify doors operate properly in the event of a fire alarm (fire relay - releases maglock). DSX Database: conduct a database clean-up/assessment to identify possible incorrect, duplicate, non-existing and/or mislabeled inputs/outputs/devices. Upgrade DSX system as needed Add custom reports for flexibility and tailored to leverage data and are specific to our reporting needs. Training: Provide training as needed to Support Services Coordinator when requested. Please note: An assessment form for each listed inspection will be completed by access control vendor to be turned in to Support Services Coordinator for documentation purposes. If repairs are needed, repairs would be scheduled within 24-72 hours. A back up of access control devices such as but not limited to: DSX Door Controller, Power Supply, Controller Power, Power Distribution Module, Power Bricks, LAN Modules, etc. in stock is recommended for emergency service calls. 1.4 Quality Control A. Supplier / Installer of DSX equipment shall provide an experienced field repre-sentative to meet with Support Services Coordinator, UMC IT, and UMC Engineering, before any rough-in work begins, to review building plans as they relate to DSX, to explain details or precautions necessary to assure that access control equipment will work properly and to determine that all required conduits, wiring, and penetrations in compliance and inspected by UMC Engineering. B. Installer shall have previously worked successfully with the equipment Manufacturer/Dealer of DSX. C. Installers shall be approved in writing by the DSX Dealer/Manufacturer. D. Installer shall provide repair and maintenance service and have an approved equipment service center located to provide on-site service within two (2) hours of problem notification. 1.5 Submittals A. Submit drawings for review and approval. Included are equipment wiring diagrams, equipment cut sheets and specifications, and equipment color charts. B. Upon request, submit for review and approval the names, locations, contacts, and telephone numbers for the five most recently installed completed projects. C. Submit for record after completion of installation the procedures for testing and programming functions of the system. D. Provide the Owner with final copies of each of the following: 1. Maintenance Manual 2. Operating Manual 3. Equipment electrical circuitry diagram 4. As built equipment drawings. 5. Specifications of equipment being installed. 1.6 Operating Conditions A. The equipment supplier / installer shall inspect the equipment locations prior to beginning the installation of the equipment. The contractor shall notify the Architect/Engineer in writing of any locational compatibility issues. Starting the installation of equipment shall constitute acceptance of the conditions at the equipment locations and suitability of the equipment for the locations. B. It is recognized that certain software and/or equipment may require special electrical power and grounding considerations. If required by the access control equipment, the Supplier/Installer of the Access Control Equipment should: 1. Include in the bid amount, the cost to provide and install voltage stabilization modules or devices to protect each component from normal voltage variations. 2. Advise the Engineer in writing at the time of the award of contract of any special electrical power and grounding requirements. 3. Include any data drops, switches, ports or any other support from our Hospital IT Department prior to installation of equipment or devices. 1.7 Warranty A. Provide Manufacturer's Warranty 1. Warranty shall be for 1 years covering all labor, computer hardware and software, equipment, system components, furnished equipment and preventative maintenance. 2. Warranty shall commence when equipment is 100 percent operational, acceptable, and approved by the Owner 3. Maintain equipment operational during the warranty period such that, if defective, equipment will be serviced on-site within 8 business hours, following notification by the Owner. Business hours are 8 a.m. to 5 p.m. Monday through Friday, excluding holidays (MST). 4. Warranty shall include preventative maintenance cleaning, testing, and minor repair no less than twice per year. 5. Warranty shall include software maintenance services. 6. Warranty shall cover all equipment furnished under this specification section - both manufacture and installation, excluding misuse or vandalism. 7. Provide a proposal and cost (with bid) to extend maintenance agreement on an annual basis through 2 - 5 additional years.
