Demolition and site work for a municipal facility in Louisville, Kentucky. Completed plans call for the demolition of a municipal facility; and for site work for a municipal facility.

The Boone County Fiscal Court will receive bids from qualified contractors with demonstrated experience in demolition for the complete demolition and removal of identified structures located at 4114 and 4134 River Road in Hebron, KY. The Awarded Contractor will submit a work schedule with the Owner at the time of award. The completion date for this project is no later than December 1, 2024, unless agreed upon by Owner. INTRODUCTION AND OVERVIEW There are seven (7) buildings on River Road belonging to Boone County Fiscal Court that are needing to be demolished. The addresses for the buildings are: 4114 River Road, Hebron, KY 41048 4134 River Road, Hebron, KY 41048 The buildings and their contents to be demolished are identified below. See the Aerial Map in the Attachments section for more detail. Duplex Small Shed Mobile Home Barn Cottage Shed Small Shed Water line in structure 5 continues to the structure at the back of the property. Water is to be shut off at the meter only by Contractor in anticipation of a new water line to the structure at the back of the property. The new water line is to be installed by the Owner. Electric meters for structures 1, 3 and 5 are to be pulled by the Owner. Electric is off to those structures and Owner will have the meters pulled. There are no sanitary sewer connections on site. Based on the age of the structures and the lack of confirmation from NKY Health Department, there are suspected septic systems at these properties. Included in the bid section is a contingency for the pumping and infill of septic systems found per Northern Kentucky Health district guidelines. The leech fields can remain. The Contractor will be responsible to provide porta-lets for their staff on the site. 5.2. SCOPE OF WORK All seven structures, including all footers, slabs and any contents in the building, will be removed per the specifications listed in this document as well as all local, state, and federal laws. Disturbed areas are to be filled in and site brought back to existing grades. Seed and saw disturbed areas. Water lines to structures 1 and 3 are to be capped and the meters pulled. Water is currently off to structures 1 and 3. Water line in structure 5 continues to the structure at the back of the property. Contractor is to have water shut off at the meter only in anticipation of a new water line to the structure at the back of the property. The new water line is to be installed by the Owner. Contractor is to shut off water to structure 5 prior to demolition. Materials and Equipment The Contractor shall provide all materials, equipment and labor needed to meet the terms of this bid. Materials Ownership All demolished material shall become the Contractor's property and shall be removed from the site with further disposition at the Contractor's option. Worksite Care Contractor must provide services with care necessary to protect property and assets. Contractor shall be responsible for any damage to personal or real property except for minor site damage naturally resulting from the scope of work and identified in writing prior to commencing the work. Worksite Conditions The Contractor shall make personal investigation of the site and structure prior to performing work and shall determine to the Contractor's own satisfaction the conditions to be encountered, the nature of the ground, the difficulties involved in making connections to existing structures and pipes, and any and all other factors affecting the work proposed under the Contract. The Contractor to whom the Contract is awarded shall not be entitled to any additional compensation by reason of conditions being different from those anticipated or by reasons of the Contractors' failure to fully acquaint themself with the conditions at the site affecting the work once work has commenced. Demolition Activities Unless specifically noted in this bid document, all elements associated with physical demolition and removal of the structures related to this bid shall be the responsibility of the Contractor including, but not limited to: noise control, dust control, sequencing, inventory of demolished items, landfill management and records. Timeline The Awarded Contractor will finalize a work schedule with the Owner at the time of award. Completion of this project shall be no later than December 1, 2024 unless agreed upon by owner. Demolition Standards The Contractor shall demolish the structures in accordance with federal, state and/or local OSHA regulations at the price submitted for demolition services as listed within these bid specifications for the buildings located at 4114 and 4134 River Road, Hebron, KY 41048. Contractors are hereby informed that it shall be their sole responsibility to contact appropriate authorities to disconnect all remaining utility services prior to start of the demolition process. It shall be the sole responsibility of the Contractor to plug all sewer and water lines at the property line prior to the start of demolition. The Contractor shall be responsible for the removal or mitigation of all sewage tanks as well as per required and approved by the Codes Enforcement Official. Neither the Contractor nor the Contractor's employees engaged in the demolition of said facility shall be considered employees of the County. The method and manner of performance of such undertakings shall be under the exclusive control of the Contractor. The County shall have the right to inspect such undertakings at any time without prior notification. It shall be the sole responsibility of the Contractor to obtain and pay for any and all permits (including demolition permit), licenses, inspections (including asbestos inspections), and certificates, or any such approvals of plans or specifications as may be required by federal, state and local laws, ordinances, rules and regulations for the proper execution and completion of the work specified herein. The successful Contractor will be required to obtain a Boone County Occupational License before beginning to execute the duties of the contract. If the successful Contractor fails to obtain a Boone County Occupational License, it shall result in termination of the contract. The Contractor shall remove and dispose of all demolished materials off site. No debris from the demolition project may be used as filler material in the process of bringing the property back to grade or level. Disposal of debris must be done in a lawful manner, in accordance with all applicable statutes, rules, and regulations. All trash and debris including, but not limited to, concrete, cuttings, decayed/decaying building materials, household furniture/furnishings, appliances, mechanical or transportation parts, garbage, paper products, discarded metal, glass and wood products shall be collected and removed from the site. The entire site shall be graded and left in such a condition as to be free of voids and holes and shall not hold water. The Contractor shall backfill the lot to existing ground level and compact. The Contractor shall furnish all materials required for filling of subsurface area. Sufficient quantities of acceptable fill shall be on hand to ensure uninterrupted progress in completing the backfilling of all subsurface areas. Disposal of Refuse The Contractor shall remove and dispose of all debris from the project. Disposal of debris must be done in a lawful manner, in accordance with all applicable statutes, rules and regulations. No debris from the demolition project may be used as filler material in the process of bringing the property back to grade or level. The Contractor will not be permitted to burn any of the demolished materials on site or within the boundary limits of Burlington, Kentucky. The Contractor shall comply with all local, state, and federal regulations, including those of the OSHA and EPA. The Contractor shall be solely responsible for disposing of materials and shall take into account before bidding the compliance with the above stated ordinances and regulations. In no way shall the Contractor, after bidding, seek an adjustment or a Change Order as a result of not being able to comply with the regulations, ordinances, codes, etc., set forth in these specifications. At the completion of the work, the Contractor shall remove all waste materials, and debris from and about the premises as well as all tools, equipment, and surplus materials and leave the site clear. All work under this agreement shall be coordinated with the County assigned Project Manager. Any changes to the established schedule must have prior approval of the Project Manager. At any time during the term of the contract, the County reserves the right to adjust these specifications. The County understands that additional work shall be estimated and priced prior to performance. Unreasonable estimates shall be deemed cause to terminate this contract. The Contractor will, as part of this agreement, be expected to work closely with the County in resolving any and all problems resulting during the term of this agreement.
