Site work for a water / sewer project in Watertown, South Dakota. Completed plans call for site work for a water / sewer project.
Bids are requested for the following Contract: Cast Iron Watermain Replacement. Bids will be received for a single prime Contract and consist of all labor, skill, and materials required to properly construct the Project. The Project includes the following Work: The work is comprised of one (1) base contract with five (5) alternate bids. Only one contract will be awarded. Contract No. 1 will award the Base Bid with or without any combination of alternate bids. The work is generally described as follows: Contract No. 1: Pipeline Construction: 1. Base Bid 1- Watermain Replacement - Area bound by 10th Ave NW to 14th Ave NW and Skyline Dr. to 1st St NW with 2nd St NW extending down to 6th Ave NW: Urban pipeline construction including removal of and installation of new 16-inch PVC Water Main, 16-inch C900 Fusible Water Main, 12-inch PVC Water Main, 10-inch PVC Water Main, 6-inch PVC Water Main, 4-inch PVC Water Main, connections, services and appurtenances under the streets of the area bound by 10th Ave NW to 14th Ave NW and Skyline Dr. to 1st St NW with 2nd St NW extending down to 6th Ave NW. 2. Alternate No. 1. - N Maple St from 12th Ave NE to 14th Ave NE: Urban pipeline construction including removal of and installation of new 6-inch PVC Water Main, connections, services and appurtenances under the street along N Maple St from 12th Ave NE to 14th Ave NE. 3. Alternate No. 2 - 2nd St NE and 3rd St NE from 10th Ave NE to Highland BLVD: Urban pipeline construction including removal of and installation of new 6-inch PVC Water Main, connections, services and appurtenances under the streets along 2nd St NE and 3rd St NE from 10th Ave NE to Highland BLVD. 4. Alternate No. 3 - 9th Ave NE from 5th St NE to 3rd St NE: Urban pipeline construction including removal of and installation of new 6-inch PVC Water Main, connections, services and appurtenances under the street along 9th Ave NE from 5th St NE to 3rd St NE. 5. Alternate No. 4 - 7th St NE from 3rd Ave NE to 9th Ave NE: Urban pipeline construction including removal of and installation of new 6-inch PVC Water Main, connections, services and appurtenances under the street along 7th St NE from 3rd Ave NE to 9th Ave NE. 6. Alternate No. 5 - S Broadway St from HWY 212 to 8th Ave SE: Urban pipeline construction including removal of and installation of new 10-inch PVC Water Main and 6-inch PVC Water Main, connections, services and appurtenances under the street along S Broadway St from HWY 212 to 8th Ave SE. The Project has an expected completion date of September 18, 2026. Each Bid shall be accompanied by a certified check or bank draft payable to the order of the Watertown Municipal Utilities in an amount equal to five percent of the total bid. A bid bond in the amount equal to ten percent of the total bid will be accepted in lieu of a certified check or bank draft. Surety for bid bond must be authorized to do business in the State of South Dakota. This is to serve as a guarantee that the Bidder will enter into a Contract within 15 days of Notice of Award in accordance with the terms of the principal's Bond and a contractor's Bond as required by law and the regulations and determinations of the governing board for the performances of such Work. Only Bids that are accompanied by such a check, bank draft, or Bond will be considered. Bidder must be licensed for the full amount of the Bid. No Bid will be read or considered which does not fully comply with the above provisions as to bond and license. Any deficient Bid submitted will be returned to the Bidder unopened. Bidders on this Work will be required to comply with the President's Executive Order Nos. 11246 (Equal Employment) as amended. Bidders shall also comply with Executive Orders 11625, 12138, and 12432; 40 CFR part 33; Section 129 of P.L. 100-590 Small Business Reauthorization & Amendment Act of 1988; Public Law 102-389 (42 U.S.C. 437d); a 1993 appropriations act ("EPA's 8% statute"); Public Law 101-549, Title X of the Clean Air Acts Amendments of 1990 (42 U.S.C. 7601 note) ("EPA's 10% statute"), encouraging recipients to award construction, supply, and professional service contracts to minority and women's business enterprises (MBE/WBE) and small business; and requiring recipients to utilize affirmative steps in procurement. The requirements for Bidders and Contractors under these orders are explained in the specifications. Bidders are advised that the Workforce Participation Goals are 1.3% for Minority and 6.9% for female participation in each trade. The fair share objective of this project is 1% MBE's and 4% WBE's. Bidders on this Work will be required to comply with Public Law 115-232 Prohibition of Certain Communication Technologies Davis-Bacon and related acts provisions apply to this project. All provisions relative to those acts must be met. The low responsive bidder will be required to certify compliance with the American Iron and Steel provision of the Consolidated Appropriation Act of 2014. This certification form may be found on page AIS-21 of the State Revolving Fund (SRF) General Conditions and must be included in the bid proposal. Please be advised that waivers or exemptions from the American Iron and Steel provision that cite International Trade Agreements DO NOT comply with the Consolidated Appropriations Act of 2014 as it applies to the SRF programs. Claims from suppliers that the American Iron and Steel provision does not apply to certain products based on the International Trade Agreement exemptions of the Consolidated Appropriations Act of 2014 will not be accepted. This project may be partially funded using American Rescue Plan Act (ARPA) funds. As a condition of the ARPA funding guidelines, the Contractor shall meet the minimum requirements as listed in the Instruction to Bidders. All Bidders shall have a valid South Dakota Contractor's license of the appropriate Class for the work, as required by ARSD 20:53:06 or SDCL 36-25. Bidders shall enclose a copy of their license or Certificate of Renewal in the same envelope as the Bidders Bond. Bidder must be licensed for the full amount of the Bid. No Bid will be read or considered which does not fully comply with the above provisions as to bond and license. Any deficient Bid submitted will be returned to the Bidder unopened. The Owner reserves the right to reject any or all bids or proposals received, and further reserves the right to award the contract in the best interest of the Owner. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. Bidding Documents may be obtained from online. Prospective Bidders are urged to register online as a plan holder, even if Bidding Documents are obtained from a plan room or online in either digital or paper format. All official notifications, addenda, and other Bidding Documents will be offered only through online. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from online. Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday through Friday between the hours of 8:00 AM to 5:00 PM and may obtain copies of the Bidding Documents from the Issuing Office.
