The Boone County Parks Department is seeking a qualified vendor to design a playground area for the County. The playground, "Giles-Conrad Playground", is located at 7500 River Road, Hebron, KY, 41048, and is a 43 acre park serving the local neighborhood. The Giles-Conrad Park presently has a 2 playground structure and fitness course. The Parks Department is looking to replace the current playground that was installed in 2004 (boat theme). SCOPE OF SERVICES The "Giles-Conrad Playground" will consist of a 5 - 12 structure. This playground is envisioned as a traditional Post and Deck set up with slide and other traditional components, but could contain elements not traditionally found in "Post and Deck" style structures and swings. Innovative play structures and themes will be considered. An environmental theme to match the native plant landscaping is highly desirable. The playground is replacing an existing structure and will use the same footprint as the previous structure. Surfacing shall be certified wood mulch. 5.2. RESPONSE TO PROPOSAL In order for a proposal to be considered a qualifying proposal, the following information is required: Describe in detail your organization's experience and capabilities in designing public inclusive playgrounds. Provide proposed design elements of the playground indicating proposed manufacturer and specifics about each piece of equipment. Provide a detailed explanation of your cost estimates for the proposed playground designs. Provide at least three (3) references from other organizations with at least two (2) from public agencies, for which you have performed work relevant to this RFP in the last two (2) years. Include contact name, phone number, email address and a brief description of the work performed. Provide a detailed statement explaining any additional information, resource or work element not listed in this Request which, in your opinion, would provide a better final product. This Request for Proposals does not constitute a contract or an offer of employment. The cost of preparation of proposals shall be the sole obligation of the Offeror. All proposals, whether accepted or rejected, shall become the property of the County. The County reserves the right to reject any and all proposals. Elements and/or tasks may be added or deleted at the discretion of the County pending negotiation of the scope of work and compensation with the selected vendor. 5.3. EVALUATION AND SELECTION PROCESS The selection of an application for the Design project will be as follows: Proposals will be evaluated by a Selection Committee consisting of three or more County staff including, but not limited to, Director of Parks, Recreation Programmer and Parks Superintendent. Depending on the number of applicants, the County reserves the right to invite the top candidates to interviews with the Selection Committee or the Parks & Recreation Commission to better evaluate their qualifications. The top ranked Proposal will be identified by the County for the design of the specified playgrounds and their recommended equipment. Should negotiations fail, the County will begin negotiation with the next highest ranked Proposal. This process will continue as necessary until a successful negotiation is reached. Award will be made to the proposal that, by the County's sole determination, best serves the needs of the County, the community and its residents by providing innovative quality products. The County reserves the right to alter scope of work to meet County needs in creation of an agreement with the selected Offeror or to split the playground design award.
