Site Visit Address: Hollings Marine Laboratory, 331 Fort Johnson Rd, Charleston, SC 29412 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; quotes are being requested and no other written solicitation will be issued. This solicitation is being issued as a total small business set-aside. The associated NAICS code is 238220. The small business size standard is $19.0M. Any questions that come up at the site visit must be provided to Michelle Walton via email at michelle.waltonnoaa.gov no later than Aug 28, 2024 at 12:00 P.M. MDT/MST. No questions will be answered on site This combined solicitation/synopsis is for purchase of the following commercial services: Fume hood decontamination and repairs Scope of Work (SOW) . Tasks: The Contractor(s) shall provide a schedule for the following functions: 1. All electrical and lab gases must shut off to the fume hood system. All material and equipment that can be feasibly moved in the pathways of the fume hood and beneath the fume hood ductwork should be moved out of the areas before commencing work. All routes in and around the fume hood should be free and clear of obstructions. Any equipment which cannot be moved should be sufficiently protected by others. 2. Contractors (project manager, field supervisor, and trained workers) will mobilize to the job site. Before work begins, all personnel will attend any necessary safety orientation training. Once authorized to proceed with work, the contractor shall start unloading equipment and staging materials. 3. An exclusion zone will be established around the radius of the fume hood system. This limits unauthorized personnel access and facilitates the health and safety of those remaining onsite during the steaming and decontamination. 4. Containment set-up will involve the protection of work surfaces with a single layer of 6 mil polyethylene sheeting. If, during the steaming process, the ductwork begins to leak, the Contractor shall install a trough system to allow the collection of any water that may leak from the steaming process. As an added precaution, universal absorbent socks will be placed around the containment area. 5. Set up and run electric steam generator (480-volt, 3 phase, 30 amp). Any necessary electrical connections shall be confirmed before any work is scheduled to ensure the building meets the requirements and proper plans or adjustments can be made by onsite facilities staff. The Contractor shall provide an electrical pigtail for any connections to the lab's existing breaker boxes where required. 6. Once containment construction is complete, the steaming process will begin. The steaming process will be performed for a minimum of 24 consecutive hours. During this time, trained workers will monitor the fume hood system for leaks and ensure continuous equipment operation. If leaks are discovered during steaming, immediate countermeasures will be taken to contain and collect water. Rinsate from the steaming process will be allowed to flow back down the fume hood system and enter the acid waste drain line. 7. Following the 24-hour steaming process, rinsate samples will be collected and tested to identify if any remaining perchloric acids/salts are present. The rinsate samples will be tested via a methylene blue field screening test. 8. With passing rinsate samples of the fume hood system, all equipment/materials and containment construction will be demobilized from the site. 9. Once all decontamination procedures have been completed and the perchlorate acid hood has been deemed safe for work, a mechanical contractor shall prepare the work area to sustain cleanliness and then begin work on removing the damaged existing welded stainless-steel ductwork on the C203 Perchlorate acid hood. 10. The Contractor shall work with the client to schedule the new fabricated welded stainless steel duct installation Description of requirements is as follows: Please refer to the attached Statement of Work for full technical specifications/requirements.
