Remove and Burn All Designated Trees, Brush, and Woody Material on a 7 Acre Area of Central Park, In Addition to Grading. Complete 7 acres of tree removal and soil grading between October 15, 2024 and April 14, 2025 (Trees must be on the ground by March 31, 2025). 2. Remove all designated trees, root balls, brush, and woody material in designated area on project map, stack in piles, and burn (reference project map). No digging or operation of equipment within the drip line of trees marked to be saved. Roots on and protruding from the soil surface will be burned with the rest of the debris. Grade soil surface smooth and remove surface debris. 3. Start project by removing trees, root balls, brush, and woody material, and grading within 50 feet of the planned perimeter silt fence/silt log areas noted on the project map in the northwest and northeast sections of the project area (this will allow the Conservation Department to install silt fence/silt logs in these areas). 4. Depending on site conditions, weather, and speed of project completion, portions of the area may need to be completed (ie. tree, root ball, and root removal; burning, and finish grading) before moving on to undisturbed areas in order to appropriately stabilize the site and minimize soil erosion. The need for this will be determined by the Conservation Director or designated official. 5. Conservation Department employees will install mulch, seed, and erosion control devices. Damage to installed erosion control methods or materials by contractor and associated equipment will be replaced/repaired by the contractor. 6. At project completion the soil surface for the entire project will be smooth and free of root material laying on or sticking up from the soil surface. Stumps that remain after burning will be buried at the project site in areas designated by Jones County Conservation Staff. Depressions dug to bury stumps will have topsoil stripped and stockpiled, and then replaced on the surface of filled in depressions. 7. All burn piles must be located a sufficient distance from remaining live trees so that no heat or fire damage occurs to the live trees. Jones County shall issue sales tax exemption certificates through the Iowa Department of Revenue and Finance to the successful bidder and subcontractors to enable them to purchase qualifying materials for the project free of sales tax. Failure to execute a contract and file an acceptable Certificate of Insurance within 15 days of the date of the approval for awarding of the contract, as herein provided, will be just and sufficient cause for the denial of the award. All proposals must be filed on the forms furnished by the County, sealed and plainly marked. Proposals containing any reservations not provided for in the forms furnished may be rejected, and the Conservation Board reserves the right to waive technicalities and to reject any or all bids.
