The County of Plumas, Office of Emergency Services (OES), is soliciting Requests for Proposals (RFPs) to update the Board of Supervisors adopted and California Office of Emergency Services (Cal OES) / Federal Emergency Management Agency (FEMA) approved Plumas County Local Hazard Mitigation Plan (October 2020) and the City of Portola Local Hazard Mitigation Plan (June 2019) to a Plumas County Multi-Jurisdictional Hazard Mitigation Plan (MJHMP), including Plumas County, City of Portola, Grizzly Lake Community Services District, Indian Valley Community Services District, Plumas-Eureka Community Services District, Chester Public Utility District, and Feather River Resource Conservation District. The purpose of the MJHMP is to guide multi-jurisdictional hazard mitigation planning and resources to better protect the people and property of the County from the effects of natural hazard events, demonstrating the community's commitment to reducing risks from hazards and serving as a tool to help decision makers direct and support local mitigation projects and activities in the County, City, and partner special districts. The County of Plumas, Office of Emergency Services (OES), is soliciting Requests for Proposals (RFPs) to update the Board of Supervisors adopted and California Office of Emergency Services (Cal OES) / Federal Emergency Management Agency (FEMA) approved Plumas County Local Hazard Mitigation Plan (October 2020) and the City of Portola Local Hazard Mitigation Plan (June 2019) to a Plumas County Multi Jurisdictional Hazard Mitigation Plan (MJHMP). The purpose of the MJHMP is to guide multi-jurisdictional hazard mitigation planning and resources to better protect the people and property of the County from the effects of natural hazard events, demonstrating the community's commitment to reducing risks from hazards and serving as a tool to help decision makers direct and support local mitigation projects and activities in the County, City, and partner special districts. The MJHMP will be a multi-hazard plan. Plumas County OES will be the lead and will be responsible for the overall management of the consultant. The overall planning effort will be coordinated through the hazard mitigation planning team (i.e., Plumas County staff, the consultant, the partner jurisdictions, local community stakeholders, and representatives from state and federal agencies and organizations). The consultant will be responsible for the overall preparation of the MJHMP update and development and execution of the community outreach strategy, in addition to leading the planning team. The entire planning team will be involved in a kickoff meeting and be responsible for attending five project status meetings. In compliance with SB379 and SB1000, the hazard identification, risk assessment, and mitigation strategy tasks will consider the current and future effects of climate change. TASK 1 - The Planning Process (Kick-Off / Establish Team) The Planning Process items will include establishing the hazard mitigation planning team, conducting a kickoff meeting, inviting stakeholders, and updating or changing items from the previous plans continuing in parallel with the other project tasks. The County has coordinated with the City of Portola and the following six special districts with letters of intent confirming in writing their participation in the MJHMP: o City of Portola o Grizzly Lake Community Services District o Indian Valley Community Services District o Plumas-Eureka Community Services District o Chester Public Utility District o Feather River Resource Conservation District TASK 2 - Hazard Identification (Identification Planning Area and Potential Hazards) Hazard identification will include defining the multi-jurisdictional planning area boundaries, completing capability assessments, reviewing National Flood Insurance Program (NFIP) information, and defining natural hazards with hazard profiles that could impact the multi-jurisdictional planning areas. The first step in assessing the hazard is to identify and profile natural hazards as they affect the planning areas. The County- and City-adopted LHMPs list of natural hazards will be reviewed by the planning team for integration into the MJHMP. Community and stakeholder outreach and input will inform hazard identification. New identification of hazards for the other multi-jurisdictional partners will be conducted. Data, information, and historical records of hazard events from the planning team, stakeholders, and other agencies will be collected, including identification of existing relevant plans, programs, and policies from general plans, emergency operations and response plans, community wildfire protection plans, floodplain management plans, watershed plans, stormwater master plans, and capital improvement plans. These plans will be evaluated for effectiveness and integrated into the MJHMP update, as appropriate. A capability assessment will be conducted. The planning team will collect information about existing programs, policies, plans, and regulations, as it relates to hazard mitigation. The capability assessment will include a discussion of the existing building codes and land use and development ordinances or regulations. The MJHMP will be aligned with the State Hazard Mitigation Plan. Factors such as frequency and magnitude of past hazard occurrences, the likelihood of future occurrences, and the potential for losses from a given hazard event will be considered when updating the hazard lists. Recent hazard events will be considered and added, as applicable, resulting in new hazard profiles. Profiles will include items such as a description of the hazard, its location and extent, severity and magnitude, potential impacts, previous occurrences, hazard frequency, duration, speed of onset, and recurrence interval. The hazards will be mapped/analyzed using GIS and other data. Climate change issues will be addressed to the extent they affect or exacerbate identified hazards. Note, localized stormwater flooding, extreme heat, heavy rain, winter storms, freeze and tree mortality are unique sub-hazards in the County. Using the hazard identification and profiles, an initial prioritization of hazards will be conducted to rank the relative importance of each hazard, by multi-jurisdictional partner, for further consideration in the planning process. Based on input from the planning team, each hazard will be ranked into categories based on high, moderate, and low risk factors.
