Site work and paving for a mixed-use development in Thomasville, Georgia. Completed plans call for site work for a playground / park / athletic field; for paving for a playground / park / athletic field; sidewalk / parking lot; and sidewalk / parking lot.
The work includes pouring concrete sidewalk, installing quarter down gravel, brick pavers, driveway concrete, electric conduit, luminaire and performing other necessary and appurtenant work to complete the Paradise Park improvements as otherwise described, enumerated and shown in these specifications and referenced plans. This bid is issued in accordance with the provisions of 43 CFR Part 12. This project is being funded with federal aid in the amount of $200,000 from the Department of Natural Resources (DNR) Land and Water Conservation Fund and Special Purpose Local Option Sales Tax (SPLOST) as the match. Therefore, this project is a federal-aid project and will be administered in accordance with all applicable federal, State, and local laws and regulations. The Land and Water Conservation Fund (LWCF) Contract Agreement Special Provisions within the contract and specifications has detailed information, which is to be reviewed by bidders to ensure all aspects can be met. The Instructions to Bidders, Bid Form, Form of Contract Agreement, Plans, Specifications, and Forms of Bid Bond, Performance Bond, Payment Bond and other Contract Documents may be examined at the following: Office of the City Engineer 411 West Jackson St. Thomasville, Georgia. Bids must be accompanied by a Certified Check or Bid Bond in the amount of not less than ten (10) percent of the Bid, as a guarantee that the Bidder, if awarded the Contract, will within ten (10) days after written notice having been given of such award, enter into a written contract with the City of Thomasville, Georgia, in accordance with the accepted proposal. The bidder shall complete, execute, and submit the following documents from these contract documents: Section 00410 - Bid Form, Section 00430 - Bid Bond, Section 00450 - Statement of Bidder's Qualifications, Section 00451 - Contractor's Oath and Non-collusion Affidavit of Subcontractor as well as supply the City with contractors Unique Entity ID (UEI) Number, which indicates the subrecipient is registered to do business with the federal government. Bidders are required to review the insurance requirement stated in Section 00730 - Supplementary Conditions of the contract specifications with their provider to insure all aspects of the requirements can be met. The majority of the work to be done for this project is concrete work and does not require a licensed utility contractor to submit a bid. However, there are portions of the project that by law requires a licensed utility contractor. No proposal will be considered unlessit is accompanied by satisfactory evidence that the Bidder holds either a Georgia State Contractor's License, Unique Entity Identification number (UEI), Georgia State Utility Contractor's License, or qualifications with the Georgia Department of Transportation for similar work, in compliance with Act. O.C.G.A. 43- 14 and 43-41. Failure to provide the bidder's license or qualification number on the outside of the sealed proposal will result in rejection of the bid. No Bids may be withdrawn after the scheduled closing time for the request of bids for a period of sixty (60) days. Separate Payment and Performance Bond in the amount of one hundred percent (100%) of the Contract will be required. All bid bonds, performance and payment bonds, insurance contracts, and certificates of insurance shall be either executed by or counter-signed by a licensed resident agent of the surety or insurance company, having his place of business in the State of Georgia, and in all ways complying with the insurance laws of the State of Georgia. The City of Thomasville, Georgia, reserves the right to reject any and all bids, to waive informalities, to re-advertise, and/or to award the contract in the best interest of the City.
