As per the Owner the project has been cancelled. This project will be rebid on a later date that has not yet been determined. All firms submitting Proposals for this project must have related experience of a similar magnitude. NJ TRANSIT is requesting Proposals from firms with the intention of awarding contracts to two (2) Firms per discipline, across six (6) disciplines, to the organization(s) whose qualifications and Proposal offers the best value to NJ TRANSIT. In order to submit a Proposal, NJ TRANSIT recommends that Proposers apply for a digital ID at least seven (7) calendar days prior to the Proposal due date. Note you will be required to download and install the plugin as well as any additional software provided by Bid Express prior to uploading your Proposal. Your corporate or personal security settings may require additional steps before the software can be installed. Technical Proposals must be received on or before the date and time specified in Attachment E (subject to change by Addenda). The Proposer must upload its Proposal prior to the hour specified so that it is included in the project download. Late Proposals will not be accepted. This platform is the only method to submit a Proposal for this project; hard copy or emailed Proposals shall not be accepted. Note: To increase download speeds of submitted Proposals, a Proposal has a total MAXIMUM upload limit of 70MB. Each upload line has a maximum limit of 10 MB. Consultants and Subconsultants are required to comply with the State of New Jersey, Division of Revenue and Enterprise Services Business Registration Certificate requirements N.J.S.A. 52:32-44. Consultants or Subconsultants shall not engage in the performance of any work, unless the Consultant or Subconsultant is registered with the Department of Treasury Division of Revenue and Enterprise Services, as required. In addition, the requirements of Political Disclosure N.J.S.A. 19:44A-20.27 and Source Disclosure N.J.S.A. 52:34-13.2 apply to this project. This project is subject to the Diane B. Allen Equal Pay Act N.J.S.A. 34:11-56.13 et seq. concerning the reporting of compensation and hours worked by employees categorized by gender, race, ethnicity, and job title. Proposers are also required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27, regarding Equal Employment Opportunity and Affirmative Action rules and regulations. Disadvantaged Business Enterprises (DBEs), in accordance with the Department of Transportation (DOT) Regulations 49 C.F.R., Part 26, shall have the maximum opportunity to participate in the performance of this contract. The following goals have been assigned to this project. Discipline 1 Newark: 20% DBE Goal, Discipline 2 Northeast Corridor: 20% DBE Goal, Discipline 3 Rail (Other): 20% DBE Goal, Discipline 4 Bus: 20% DBE Goal, Discipline 5 Estimating: 18% DBE Goal and Discipline 6 Amtrak Support: Race Neutral Project. NJ TRANSIT requires Proposers utilizing DBE subcontractors/vendors/suppliers to comply with all aspects of NJ TRANSIT's DBE Program in the use of DBE's.
