The Township is accepting proposals for the supply, installation, testing, maintenance, processing and management of automated speed enforcement (ASE) cameras for the Township of Springwater. Proposals will be accepted to provide options for the implementation and oversight of ASE cameras, as further described within this RFP. The Township is looking for a revenue neutral turn-key solution with zero up-front cost. The Township is looking for staff sharing and revenue split options for each ticket processed with no up-front costs. The Township is seeking a 3-year contract with the option to negotiate to extend for up to 2 additional years. The camera system, related images and data are to follow Ontario Regulation 398/19 (O. Reg. 398/19) for the purpose of imposing Penalty Orders for incidents in compliance with the Highway Traffic Act (HTA). The Township would like to launch the program with educational warnings at the on-set of the program, where warning letters and signs will be distributed and installed by the vendor in place of Penalty Orders for a period of up to 3 months.
