Leon County is seeking the services of qualified contractors for demolition, removal and disposal of all structure, improvements, debris, and personal property on a continuing services basis. It is the intent of the County to award contracts to multiple qualified contractors. The primary contractor shall be licensed by the State of Florida as a Licensed General Contractor and as a Licensed Underground Utility and Excavation Contractor pursuant to Section 489.105(3)(a) and (n) Florida Statutes. The bid award will be determined by the fictitious event (Bid Table). However, all prices MUST be submitted for the items in the Supplemental Bid Price Sheet (Attachment E). Failure to provide complete pricing will result in the bid being deemed non-responsive. The County reserves the right to negotiate with any successful bidder for any related items, products, services, or associated work/services not specifically listed in this solicitation or the specifications. Bid Requirements Leon County, Florida is seeking qualified contractors to provide services for demolition and for the removal and disposal of all structure or improvements debris, miscellaneous debris, and personal property. The primary contractor shall be licensed by the State of Florida as a Licensed General Contractor and as a Licensed Underground Utility and Excavation Contractor pursuant to Section 489.105(3)(a) and (n) Florida Statutes. It is the intent of the County to award contracts to multiple qualified contractors. The County reserves the right to negotiate with the successful bidders for work not specifically noted in this bid solicitation and to set the standard of services for any given job. Contractors will be required to submit demolition quotes for each set of solicited properties. Response time for submitting demolition bids shall be three (3) business days from receipt of request for services. When authorized by the Project Manager, the Contractor shall remove any miscellaneous debris materials that may be separate from improvements, not in conjunction with a demolition request (i.e., debris may need to be cleared from a vacant parcel). Debris includes but is not limited to trees, rubbish, vegetation, masonry, wood, and metal, tires or hazardous materials and personal property. The Contractor shall furnish, including, but not limited to, all labor, equipment, supplies, materials and expertise as necessary to carry out this agreement. 9.2. Definitions Structures are buildings, including attached improvements, which could primarily be used as a residential dwelling or for commercial, industrial or warehouse purposes. The square footage of a structure means the square footage of the portion of the structure that is under roof and enclosed by walls. Removal is understood to mean the physical relocation of improvements to an approved disposal site in accordance with all local, state, and federal regulations. Removal includes breaking up and hauling away foundations and slabs. Demolition is understood to include the complete teardown of all improvements, abandonment and capping of wells, pumping, crushing and filling of septic tanks, and leaving the parcel leveled and clear of all types of improvements. Project Manager - the County employee designated to manage this project or his designee. 9.3. Existing Site Conditions The Contractor must be aware of existing site conditions, limited road/drive access, building type (wood frame, slab, concrete block), tree protection, wetlands. Contractor shall restore existing access to residence if damaged or degraded during demolition services on site. 9.4. Permits The Contractor will apply for permits for demolition, well abandonment and septic tank abandonment. All permits must be issued in the name of the Contractor. Contractor will be responsible for obtaining any necessary permits not specifically listed at no cost to the County. 9.5. Site Preparation Before any off-street activity by the Contractor is undertaken, the Contractor shall be responsible for installing the following Best Management Practices (BMP's) as temporary measures to manage impact of the work on the local environment. 9.6. Disconnection of Utilities The Contractor shall contact the appropriate utility company and ascertain that utility service connections (i.e. water, gas, electricity and telephone) to the structure have been disconnected in accordance with the local regulations. 9.7. Asbestos Abatement Requirements Leon County shall conduct Asbestos Building Survey to determine the presence of any asbestos containing materials if applicable and have a Certified Asbestos Abatement Contractor provide services if required. 9.8. Safety The contractor shall be responsible for adequate protection and safety for persons and property on the site at all times following contract execution. The Contractor is responsible for installation and maintenance of adequate traffic control devices, warning devices and barriers for the protection of the traveling public and workers, as well as for safeguarding the work area in general. The Contractor shall immediately remove any devices or barriers that do not apply to existing conditions. The demolition, removal and disposal of all structure and improvements shall include but not be limited to the following: Buildings and improvements n. Slabs Foundations o. Porches Attached decks p. Chimneys Debris q. Utility disconnections Attached canopies r. All personal property Ramps s. Steps Basements (fill material included) t. Above and below ground supports, including slabs, footers, and piers All wiring, plumbing, conduit u. Fixtures and equipment Sprinklers v. Tie-downs for mobile homes Skirting for mobile homes w. Boat docks, piers, pilings Fencing x. Vehicle, Boat, trailer, parts Tires Swimming pools, equipment, decking Prior to demolition of any building, the Contractor shall remove and dispose of hazardous items identified in the Environmental Assessment at no additional charge to the Department. Receipts documenting proper disposal of all such items shall be required to complete all demolition activities. The Contractor is responsible for the removal of above-ground, in-ground pools and attached accessories and equipment, such as slides, diving boards, pumps, patios, decking and screen enclosures. The contractor is to ensure that sites are leveled and backfilled to adjacent ground level. Any fill required must be furnished by the Vendor and must be clean, compactable fill. All disturbed areas must be graded and raked free of debris. The Contractor shall cap all on-site water systems in accordance with current rules and regulations. All wells must be abandoned by the Vendor in accordance with Florida Department of Environmental Protection Rule 62-532, Florida Administrative Code; Sections 373.306, 373.309, 373.313, and Section 373.333, F.S. Septic tanks and lift stations must be pumped out and crushed in accordance with all applicable local, state and federal laws, rules and regulations. Existing sewer systems, manholes, etc. are to be left intact and undamaged.
