The Town of Winterville is soliciting proposals from qualified engineers, interested in providing engineering services for the purposes of assessing the Town of Winterville's Lead Service Line Inventory Project. A team of Town of Winterville staff members will select the most qualified firm to negotiate a contract for services. This Request for Qualifications (RFQ) provides complete information on the services being sought, the submittal requirements and timeline. It is anticipated that the selected consultant will be responsible, but not limited to, conducting a detailed inventory of lead service lines connected to the Town of Winterville's public water system both inside and outside of town limits. The system contains a total of 10,821 residential and non-residential customers. Winterville anticipates the inventory assessed using a variety of approaches including the Town's GIS database, historical records review, identifying service line material during normal operations, service line investigations or other methods as the consultant recommends. Typical information collected during the inventory process should include the address, pipe size, material, and length from the meter to the foundation wall and from the meter to the water main. All lead goosenecks identified should be marked as well for future replacement. The project should result in sufficient information to allow for completion and submittal the Lead Service Line Inventory Report that meets EPA and DEQ standards and provide the same to DEQ. The engineering consultant shall assist the Town in the preparation of the Inventory Report. A plan/strategy for any replacements of lines or connections as well as assisting the Town with consumer outreach and education. Thursday, September 6, 2024 Firm selection / Contract Negotiations Monday, September 9, 2024 Contract Award (Council Meeting) Monday, September 16, 2024 Begin Work Tuesday, October 15, 2024 Submit all Inventory data collected through October 1, 2024 Tuesday, December 31, 2024 Submit Final Deliverables 1. Program start and customer alignment. 2. Data investigation and submission of Lead Service Line Inventory Report. 3. Data analysis and replacement plan strategy. 4. Assistance with citizens educational programming and messaging. The final LSLI shall be available in digital form, easily accessible, user friendly, and conform to EPA and NC DEQ format and regulations. It shall have the capacity to be expanded, edited, sorted, and otherwise manipulated as needed. An action plan for any necessary line replacement. Assistance with educational programming, materials and messaging with citizens and water users in general and those that may be specifically impacted by the findings of the inventory Proposals shall not be considered confidential, and no information contained therein shall be treated by the Town as either confidential, proprietary, or trade secret information. The contents of the proposals shall be considered public records of the Town. Any firm submitting a proposal hereunder further acknowledges and agrees that the Town is a public entity, which is required to abide by laws governing public records and shall not be liable for disclosures required by law. All materials submitted in response to this RFQ shall become the property of the Town upon delivery to the address set forth above. This RFQ does not obligate the Town of Winterville to pay any costs incurred by respondents in the preparation and submission of a proposal. This RFQ does not obligate The Town of Winterville to accept or contract for any expressed or implied services. The successful firm must assure that services performed meet all current industry standards, follow best practices, and comply with all applicable laws and regulations. Included in its proposal, a firm must provide the following information to the Town, and shall guarantee the accuracy of such information by signature of its authorized representative: 1. Qualifications: Describe your firm's qualifications to perform the services requested. Include a list of your team that will be assigned to this project and each member's qualifications. Also describe your current workload as far as to show your firm's ability to meet the time demands of this project. 2. Experience: Provide a detailed description of your firm's work on similar projects. Provide supporting information including pictures, locations, and costs. If applicable, describe your familiarity with The Town of Winterville. 3. Approach: Describe the approach your firm will take to provide the services requested and to meet the ultimate goal of having this project completed within 4 months of the notice to proceed. 4. Reference: Provide references (min 3-max 5) from completed projects that are comparable in size and scope. Include the project type, project budget, contact person, and contact information.
