Site work and renovation of a mixed-use development in Tavares, Florida. Conceptual plans call for the renovation of a 20,000-square-foot municipal facility; for site work for a municipal facility; and water / sewer project.

The purpose of this Request For Statement of Qualifications (RSQ) is to solicit competitive sealed Proposals to select a Vendor(s) to supply SITE DEVELOPMENT FOR IMPROVEMENTS AT NEIGHBORHOOD LAKES TRAILHEAD on an as-required basis for Lake County, Florida. The County reserves the right to make multiple awards if deemed appropriate. Use of a continuing contract and selection of contract vendors for task assignments under a multiple award continuing contract will be in consonance with Florida Statute 287.055. This solicitation is officially posted online exclusively. The design of the Development Plans for Main Building, Pavilions, and other Improvements at Neighborhood Lakes Trailhead Project (Project) located in Lake County, Florida, is funded under Florida Department of Transportation (FDOT) Local Agency Program (LAP) FM No. 453213-1-54-01. FDOT has the right to review and approve recommended Consultant's qualifications and resulting contract. Consultant and subconsultants shall comply with the terms of the Grant Agreement. Consultant to provide site development plans for the following proposed facilities: 20,000 square foot main building including connection to the existing water and electrical services, and to the proposed septic system. Building design is not part of this scope, only footprint and utility service/connections. Maintenance compound to replace existing Maintenance Storage (CONEX). Four (4) Pavilions (20' x 30'). Playground. Dog Park. Equestrian tie up and watering area. Observation platform, including elevated precast concrete boardwalk over wetland. Trails and sidewalks. Evaluation of existing stormwater system/retention pond areas and design of any additional improvements to the existing stormwater system if necessary for the construction of proposed facilities. An addendum may be issued in response to any inquiry received, which changes or clarifies the terms, provisions, or requirements of the solicitation. No answers given in response to questions submitted will be binding upon this solicitation unless released in writing as an addendum to the solicitation and posted electronically. This Agreement shall commence upon full execution by both Parties and the Recipient shall complete the Project on or before October 31, 2026. If the Recipient does not complete the Project within this time period, this Agreement will expire on the last day of the scheduled completion as provided in this paragraph unless an extension of the time period is requested by the Recipient and granted in writing by the Department prior to the expiration of this Agreement. Expiration of this Agreement will be considered termination of the Project. The Recipient acknowledges that no funding for the Project will be provided by the State under this Agreement for work on the Project that is not timely completed and invoiced in accordance with the terms of this Agreement, or for work performed prior to full execution of the Agreement. Notwithstanding the expiration of the required completion date provided in this Agreement and the consequent potential unavailability of any unexpended portion of State funding to be provided under this Agreement, the Recipient shall remain obligated to complete all aspects of the Project identified in Exhibit "A" in accordance with the remaining terms of this Agreement, unless otherwise agreed by the Parties, in writing. The estimated cost of the Project is $500,000,00 (Five Hundred Thousand Dollars and No/100). This amount is based upon the Schedule of Financial Assistance in Exhibit "B", Schedule of Financial Assistance, attached and incorporated in this Agreement. The Schedule of Financial Assistance may be modified by execution of an amendment of the Agreement by the Parties. AWARD A. The Contract resulting from a solicitation may be awarded to the responsible Vendor which submits a Proposal determined to provide the best value to the County with price, technical, and other applicable factors considered. The County reserves the right to reject any and all Proposals, to waive irregularities or technicalities, and to re-advertise for all or any part of this solicitation as deemed in its best interest. The County will be the sole judge of its best interest. B. When there are multiple line items in a solicitation, the County reserves the right to award on an individual item basis, any combination of items, total low bid, or in whichever manner deemed in the best interest of the County. This provision specifically supersedes any method of award criteria stated in the solicitation when such action is necessary to protect the best interests of the County. C. The County reserves the right to reject any and all Proposals if it is determined that prices are excessive or determined to be unreasonable, or it is otherwise determined to be in the County's best interest to do so. D. The County reserves the right to reject offers containing terms or conditions contradictory to the County's. E. Award of a solicitation will be made to firms satisfying all necessary legal requirements to do business with the County. The County may conduct a pre-award inspection of the Vendor's site or hold a pre-award qualification hearing to determine if the Vendor can perform the requirements of a solicitation. F. The Vendor's performance as a Contractor or subcontractor on previous County contracts will be considered in evaluating the responsibility of the Vendor. G. Any tie situations will be resolved in consonance with current written County procedure. H. The County has imposed a reciprocal match local vendor preference practice to ensure an equal procurement environment for all potential vendors unless prohibited by the funding source. More information is available on Section 2-222 Local Vendor Preference. I. Award of the contract resulting from this solicitation may be predicated on compliance with and submittal of all required documents as stipulated in the solicitation. J. A Vendor wishing to protest any award decision resulting from a solicitation may do so per the Lake County Protest Procedures. The method of Contractor Selection has not been Determined at this time.
