Site work and outdoor lighting for a water / sewer project in San Rafael, California. Completed plans call for site work for a water / sewer project; and for outdoor lighting for a water / sewer project.

The major project components are described below. o Demolish existing pump station building o Remove portions of existing storm water and sanitary sewer wetwells and abandon wetwells o Remove valve vault top slab, pumps, piping, electrical equipment, generator, fencing, planter boxes, storm drain inlet, and short retaining wall. o Abandon portions of existing 6-inch sewer force main, 15-inch storm drain force main, gravity storm drain lines, and 8-inch gravity sewer main. o Install new storm drain and sanitary sewer wetwells and valve vaults o Bypass pumping during construction o Install new cast-in-place concrete equipment platform o Install new pumps, pump station control panels, generator, termination cabinet, junction boxes, level sensor, and site lights for the storm water and sanitary sewer pump station. o Install new 12-inch diameter and 18-inch storm water discharge/force main piping. o Install new 4-inch and 6-inch sanitary sewer discharge/force main piping. o Install new valves, bypass pumping connection, and pressure gauge o Remove and abandon portion of existing water service and install new water service, hose bib, and backflow o Install new stairs, railing, fences and gate o Install new storm drain inlet and piping o Install new asphalt surfaces o Traffic and pedestrian control o Additional miscellaneous pump station and site appurtenances All of said work is to be done in accordance with the Specification Book as described above, at the places and in the particular locations, of the form, sizes and dimensions and of the materials, and to the lines and grades and at the elevations as shown on the Plans and Specifications made therefore and approved by the District. The Project is located near the intersection of Diane Lane and Midway Road in Larkspur California. The Engineer's Estimate for this project is $3,300,000 and all work shall be completed within four hundred thirty (430) calendar days from the date of the Notice to Proceed. Each Bid must conform and be responsive to the invitation, the Plans and Specifications, and all documents comprising the pertinent Contract Documents. Each Bid shall be presented under sealed cover and shall be accompanied by a certified check, cashier's check, cash or bidder's bond, made payable to the District, in an amount not less than ten (10) percent of the bid. The said check shall be given as a guarantee that the Bidder will execute the Contract in conformity with the form of agreement contained within the Contract Documents, and will furnish bonds and insurance policies as specified within ten (10) days after notification of the award of the Contract to the successful Bidder. Addenda issued during the time of bidding shall be covered in the Contractor's Bid and shall become part of the Contract Documents. Bidders shall develop and submit bids at their own expense. The District will not reimburse any costs associated with the development and submittal of any and all Bids. The District reserves the right to reject any or all bids, to waive any informality in a bid, and to make awards to the lowest responsive, responsible bidder as it may best serve the interest of the District. No Bidder may withdraw its bid for a period of ninety (90) days after the date set for the opening thereof. Any bid protest must be submitted in writing to the District, 1111 Andersen Dr, San Rafael, CA 94901, before 4:00 p.m. of the 5th business day following Bid opening. The initial protest document must identify the protestant and contain a complete statement of the basis for the protest with reference to any portion of the bid documents which the protestant relies on as the basis of the protest. The above time and content requirements are mandatory, and failure to comply therewith shall constitute a waiver of any further right to pursue a bid protest, including filing a Government Code claim or legal proceedings. Bid protests shall be acted upon by the District's Board. At the successful Contractor's option, securities may be substituted for the required retention, in accordance with the provisions of Section 22300 of the State of California Public Contract Code. In accordance with the provisions of California Public Contract Code Section 3300, the District has determined that the Contractor shall possess a valid Class A - General Engineering Contractor license. Per the provisions of California Business and Professions Code Section 7028.15, a Bid submitted to the District by a Contractor who is not licensed in accordance with Chapter 9 of the California Business and Professions Code shall be considered non-responsive and shall be rejected by the District. No contractor or subcontractor may be listed on a bid proposal for a public works project unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 [with limited exceptions for bid purposes only under Labor Code section 1771.1(a)]. No contractor or subcontractor may be awarded a contract for public work on a public works project unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. The successful Bidder shall, at the time of signing the Agreement, furnish the Bond of Faithful Performance (Section 00610) and the Payment Bond (Section 00620) executed by an admitted surety authorized to conduct business in California and be made payable to the "Ross Valley Sanitary District." The Payment Bond shall be in amount equal to one hundred percent (100%) of the Contract amount and shall be for payment of just claims for materials, equipment, labor and subcontractors employed by the Contractor thereon. The Bond of Faithful Performance shall be in an amount equal to one hundred percent (100%) percent of the Contract amount and shall be for the faithful performance of the Contract, and for the fulfillment of such other requirements as may be provided by Law. The performance bond shall remain in effect to guarantee the repair and replacement of defective equipment, materials, and workmanship, and payment of damages sustained by the District on account of such defects, discovered within one (1) year after final acceptance by the District, for the Work performed under the Contract which, shall remain in effect for a period of one (1) year, to guarantee the repair and replacement, and payments for damages. Attorneys-in-fact, who sign bid bonds or contract bonds, must file with each bond a notarized and effectively dated copy of their power of attorney as required on bond forms supplied by the District for Contractor use in Sections 00610 and 00620. The surety company shall familiarize itself with all of the conditions and provisions of this Contract, and it waives the right of special notification of any change or modification of this Contract or of extension of time, or of decreased or increased work, or of the cancellation of the Contract, or of any other act or acts by the District or its authorized agents under the terms of this Contract; and failure to so notify the aforesaid surety companies of changes shall not relieve the surety companies of their obligations under this Contract. No oral representations or interpretations will be made to any Bidder as to the meaning of the Contract Documents. Requests for an interpretation shall be made in writing and delivered to the following address at least ten (10) days before the Bids are opened as provided in Section 00010, NOTICE INVITING BIDS.
