Question Due Date: September 16, 2024 4:00 p.m. All communication regarding this RFP should be directed to Elizabeth Bonilla via email at bonillae@sacsewer.com, SacSewer's designated point of contact. The Sacramento Area Sewer District (SacSewer) is a sewage collection, treatment, and resource recovery utility providing service to more than 1.6 million people in a 386 square-mile service area in the Sacramento region. SacSewer's service area includes the unincorporated areas of Sacramento County, and the cities of Citrus Heights, Rancho Cordova, Elk Grove, Folsom, Sacramento, and West Sacramento. SacSewer owns and operates over 5,000 miles of sewer pipes and is responsible for the operations and maintenance of those pipes. Sewage is collected from residential, commercial, and industrial customers and conveyed to SacSewer's EchoWater Resource Recovery Facility (EchoWater Facility) near Elk Grove. his RFP is to retain a consultant to perform engineering and environmental assessments for two of SacSewer's decommissioned pipelines, the 10-inch sludge line and the 17-inch force main, which cross the American River. The engineering and environmental assessments aim to identify and quantify a removal and abandonment option for each pipeline. Based on the evaluations, a recommendation and justification will be provided regarding which option shall be selected for each pipeline. Factors to consider while performing the assessment include, but are not limited to, the following: o Age, depth, and structural integrity of pipelines o Consequences of pipeline failure or collapse o Likelihood of abandoned pipelines becoming a future hazard o Riverbed conditions o Adjacent utilities and infrastructure o The means and method of removing the pipelines and the associated impacts on the American River and adjacent areas o Impact(s) on the American River and surrounding environment if the pipelines were removed or abandoned The environmental assessment aims to identify the environmental impacts associated with 1) removing and 2) abandoning the decommissioned pipelines in the CSLC lease area. The selected consultant shall provide a recommendation and justification for removing or abandoning the pipelines based on the findings of the engineering and environmental assessments for each option. This effort will be completed in two phases. The first phase will conduct an engineering and environmental assessment for the decommissioned 10-inch sludge line, and the second phase will conduct an engineering and environmental assessment for the decommissioned 17-inch force main. Responses to Questions posted on Business Opportunities webpage September 23, 2024 The scope of services will include but is not limited to those denoted below. A submitted proposal must address the entire scope of services listed. Phase 1 of the project shall be completed before Phase 2 begins. The consultant shall provide Phase 1 and 2 schedules based on the CSLC due dates below. o 10-inch sludge line: April 1, 2026 o 17-inch force main: January 31, 2027 The method of Contractor Selection has not been Determined at this time.
