General work description: The Town of Queen Creek is accepting proposals for Architectural and Engineering services to: o Complete a master plan for the Town's downtown Municipal Campus. o Provide design services for a new Police Department Headquarters Building. o Provide design services for a new parking structure to support the Municipal Campus. o Construction phase services in support of both the Headquarters and parking structure facilities. The Town's downtown, Municipal Campus located between Ellsworth Road and Ellsworth Loop Road and south of Aldecoa Rd. to the Queen Creek Wash. The campus currently consists of the Town's Municipal Services Building (MSB), Public Safety and Community Chambers Building (PSB), Fire Station #1, Fire Support Services Building (Old Town Hall), a fuel station, the Chamber of Commerce Building (Old Ellsworth Home), the QC Recycling Center, the Pocket Park for Pups, surrounding lots, parking areas, retention, local street E. Civic Center Parkway, local street S. Summers Place, and local street E. Crewse Lane. The approximate span of the existing Municipal grounds to be included in this effort is approximately 22 acres. The initial master plan of these 22 acres would include the placement of the new Queen Creek Police Department (QCPD) Headquarters Building, a multi-level parking structure for the Police Headquarters Building, and the space/site for the future Public Safety Complex #4 (i.e., Detention Center, Municipal Court Building, and the Office of the Prosecutor). Additionally, potential coordination and master planning assistance of a larger downtown area, to be defined later, may be requested as an add service after contract award. In addition to master planning, full design services shall be included for a new, approximate 55,000 sq. ft. QCPD Headquarters (Public Safety Complex #2) and an approximate three-level parking structure to support the entire Municipal Complex, new Police Headquarters and future Complex #4. The design of Complex #2 will include additional QCPD administration offices, a Public Safety Answering Point (PSAP)/911 Call area, a Communications/Dispatch, support space for the Queen Creek Police Department (QCPD), and all necessary stormwater retention solutions. Design services for the new, proposed parking structure will need to consist of approximately 300 secured parking spaces for QCPD and additional public parking for staff and visitors. Please refer to Section V for more detailed, scope-related programming. Completed in 2022, the Town contracted with a consultant to assess growth and prepare an overall Police Department Masterplan. These efforts were to determine and identify the critical infrastructure needed for QCPD to properly serve the community now (at approximately 70,000 residents), and into the future (an estimated population of 150,000 residents by 2040). In order to properly address the rapid growth of the Town, the QCPD published an overall master plan outlining the staffing and infrastructure needed over the next 10 years The Town also contracted with a consultant to assess the overall space needs for all Town of Queen Creek Operations.
