Questions Answered via Addendum(s) - Friday, September 3, 2024 by 5:00PM PST Final Date to Submit Questions and Requests for Clarification - Before 4:00pm PST on August 27, 2024 The deadline for questions shall be posted Electronically. The County of Butte is soliciting bids for a Well Pump Station and Water System Improvements for the Feather Ridge Estates, located in Berry Creek, CA 95916. The project consists of, but is not limited to, work per the attached engineering plans/designs and technical specifications for the well pump and water system improvements portion of the project including two submersible well pumps and motors, motor control center, insturmentation, electrical control panels, chlorination system/equipment, discharge piping, backup emergency generator, two 15,000 gallon water storage tanks, security fencing and gate, gravel surface, well pedestal, distribution yard piping and valves, gate valves, and blow-off valves. The water system improvement shall also include water distribution network improvements including trenching, installation of new service lines from existing asbestos cement mainlines to each property, meter boxes, and meters at each property. The project is located within the Feather Ridge Estates community in Berry Creek, CA. The Well 9 site is located off of Encina Grande Road and the Well 8 site is located along Wagon Wheel Way. The Feather Ridge Community's water system was damaged during the September 2020 Bear Fire. Butte County received a grant from the Department of Water Resources (DWR) Small Community Drought Relief Program to assist the Feather Ridge Estates with construction of two new water supply wells. This project consists of two new well pump stations, two water storage tanks, piping, electrical service, motor control center, standby diesel generator, sodium hypochlorite system and water system improvements. The work to be completed under this contract consists of furnishing all materials, labor, equipment, fuel, and tools required to construct the pump stations, related site work and water system improvements for the Owner as illustrated on the Drawings, and as detailed in these Specifications. The work required in this specification relating to the new pump stations and water system improvements includes, but is not limited to the following: 1. General clearing and grading the area around the new pump station sites. 2. Construct temporary security fence around designated work area. Contractor's site access will be limited to the existing entrance to the north at the Well 9 site. Contractor will be responsible to provide and install site gravel as needed to maintain an all-weather access to the site. 3. The trenching, sheeting, shoring, bracing, installation of, backfill, and compaction all required underground piping, drains or electrical conduits. 4. Construction of foundations, slabs, and structures for the well pump pedestals, motor control centers, electric utility pads, chemical storge sheds, water storage tanks, and emergency generator. 5. Installation of a 5 horsepower and a 5 horsepower submersible pumps and motors, which includes submersible motor, bowl assembly, column assembly, submersible cable, discharge head, and water level measuring equipment. Pressure Transducer to be provided by Others. 6. Installation of station piping to include valves, flanges, gages, meter and all other related appurtenances, to connect to the existing/new raw/finished water pipeline. 7. Installation of water storage tanks, piping, valves and appurtenances. 8. Installation of chemical storage sheds. 9. Installation of a sodium hypochlorite feed systems. The systems shall include all appurtenant tubing, valving, and spare parts. 10. Installation of fire hydrants, gate valves, water meters, meter boxes and service connections. 11. Installation of 460-volt, 60-Hz, 3-phase, 4-wire electrical service including underground primary and secondary conduits and conductors from the telephone pole transformer to the motor control center; the motor control center; conduits for a telemetry system; and, all conduits, wiring, heaters, fans, and switches. Installation of new electrical pole at the Well 9 site. 12. Installation of shade structure over the electrical panels. 13. Installation of permanent diesel generator and obtaining of the Authority to Construct/Permit to Operate from the air quality control board. 14. Preparation and painting of all above ground piping. 15. Construction of chain link fencing and gates. 16. Construction of retaining wall. 17. Aggregate Base Site 18. Restoration and clean-up of the site after project completion. 19. Performance testing of all components of the pump station. Performance testing of all components of the plant. 20. Disinfection of the well, pump, tank and all piping and fittings. 21. Record keeping of submittals and performance testing. 22. Submission of five (5) paper copies operation and maintenance manuals for all equipment as well as one (1) electronic copy via email. An operating manual for the station to detail operating procedures for the station as a whole. A. All bidders and subcontractors shall hold a valid California Contractor's License for the Work specified. Contractor shall submit as part of the bid package a list of five (5) or more prior projects, which the Contractor has installed of similar size and capacity. Projects shall have been completed within the last five (5) years. Failure to submit prior project list, shall be grounds for rejection of the bid. 1. Beginning of Work The Contractor shall begin Work within ten (10) calendar days from the Notice to Proceed and shall diligently prosecute the same to completion. Contractor may begin work immediately after receiving Notice to Proceed. 2. Time of Completion The Contractor shall complete the Work before the expiration date of 275 days after the date of receipt of the Notice to Proceed. 3. Liquidated Damages The Contractor shall pay to County the sum of $500 per day, for each and every calendar day delay in finishing the Work in excess of the number of working days prescribed above. Bid, Performance, or Payment Bonds and other instruments of surety, furnished by the Contractor and Contractor's surety in accordance with the Contract Documents. Engineer Opinion of Cost Range: $995,900 Each bid shall be made out on the Bid Form contained in the specifications. A cashier's check or Bid Bond in the amount of ten percent (10%) of the amount of the bid price shall be submitted with the bid as evidence of good faith that the Bidder, if successful, will enter into a Contract satisfactory to the County. The successful bidder, in addition thereto, will furnish Surety Bonds in the amount of one hundred percent (100%) of the bid covering payment of labor and materials, and one hundred percent (100%) of the bid covering faithful performance. AWARD/REJECTION The Board of Supervisors of the County of Butte reserves the right to reject any or all bids or alternate bids deemed not advantageous to the County of Butte, and to waive any informality in any bid received. The award, if made, will be executed within forty-five (45) calendar days after the opening of bids. SUBSTITUTION OF SECURITIES FOR MONEYS WITHHELD The Contractor, at its request and expense, may elect to receive one hundred percent (100%) of payments due under the Contract, without retention of any portion of the payment by the County, by depositing securities of equivalent value with a state or federally chartered bank in California as the escrow agent who shall then pay those sums of money to the contractor, in accordance with the provisions of Section 22300 of the Public Contract Code.
