Site work and paving for a civil project in Saucier, Mississippi. Completed plans call for site work for a bridge / tunnel; road / highway; for paving for a road / highway; and water / sewer project.

The project includes but is not limited to elevating North Carr Bridge Road 0.45 miles; removal of asphalt, grading, asphalt paving; installation of reinforced concrete pipe and box culverts; installation of guardrail, and striping. The maximum allowable number of consecutive calendar days for the completion of Work (the Contract Time) is set forth in the Bid Proposal and will be included in the executed Agreement. The project will be subject to liquidated damages in the amount of Eight Hundred and Thirty Dollars ($830) per consecutive calendar day for each day in default after the stipulated completion date. The contract time will begin when the Contractor commences work on this project but no later than the tenth consecutive calendar day after receipt of a notice to proceed from the Owner. Each bid must be accompanied by a Bid Bond or Certified Check in an amount equal to five percent (5%) of his Base Bid, payable to the Harrison County Board of Supervisors, as bid security. In the event that an electronic bid is submitted, a copy of the bid bond must be included with the submission. If submitting electronically, a hard copy of all bid documents must be provided within 3 business days if requested after the bid opening. The successful bidder shall furnish a Performance Bond and a Payment Bond each in the amount of 100% of the bid to be submitted with the executed contracts and Certificate of Insurance. The Owner and Engineer shall be listed as additional insureds on all liability policies with the waiver of subrogation. No contract documents (hard copies or electronic copies) will be issued to Contractors within twenty-four (24) hours of the time indicated above for receiving bids. An acknowledged received copy of all Addenda issued by the Engineer via Plan House must be included with the bid proposal. A pre-bid conference for the Project has not been scheduled at this time; however, if a pre-bid conference is scheduled, all plan holders will be notified by addendum. Attendance at the pre-bid conference is encouraged but not required. All questions regarding this bid must be submitted in writing and must be received by the end of business 5:00 p.m. local time September 16, 2024. Questions submitted after this date will not be considered. The Harrison County Board of Supervisors, reserves the right to reject any and all bids and to waive any informality in the bidding. Bids may be held by Harrison County for a period not to exceed ninety (90) days from the date of the opening of bids for the purpose of reviewing the bids and investigating the qualifications of Bidders, prior to awarding of the contract. The project is funded by ARPA/MCWI and the requirements for this grant including the procurement process shall be followed including opportunity for participation by minority and women-owned business enterprises in the procurement of goods and services. The Required Attachments for ARPA/MCWI Construction Contracts are included in these contract documents. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. Each bidder shall write his Name, his Address, and his Certificate of Responsibility number/or a statement that the bid enclosed does not exceed Fifty Thousand Dollars ($50,000) on the outside of the sealed envelope containing the proposal.
