ESTIMATED CONSTRUCTION COST: $1,400,000,000 - $2,600,000,000 PREQUALIFICATION OF PROSPECTIVE BIDDERS The delivery method for this project will be iCM/GC (integrated Construction Manager and General Contractor). The General Contractor will be expected to provide both pre-construction and construction services with a phased contracted and delivery method. The University has determined that bidders who submit proposals on this project must be prequalified. Prequalified bidders will be required to have the following California contractor's license: B - GENERAL BUILDING CONTRACTOR CM/Contractors will be selected on the basis of Best Value Procurement. The term "Best Value" means a procurement process whereby the responsible bidder may be selected on the basis of objective criteria for evaluating the qualifications of bidders with the resulting selection representing the best combination of price and qualifications, e.g. Best Value. SPECIAL NOTE TO CM/CONTRACTOR PROPOSERS: This Request for Qualifications contains significant elements and areas of emphasis not always found in CM/CONTRACTOR Prequalification (PQ) from The University of California, San Diego. Proposers are advised to carefully read the entire PQ to ensure they understand the expectations and evaluation process to be used in the selection of the CM/Contractor on this project. GENERAL DESCRIPTION OF WORK: The San Diego campus proposes to construct a new 460-bed hospital on its Hillcrest campus as the existing Hillcrest Medical Center does not meet the seismic requirements of Senate Bill (SB) 1953. In addition to addressing seismic deficiencies, the new medical center would modernize delivery of care, maintain critical services for all patients including those in underserved communities, expand needed services, and position UC San Diego Health to be competitive for many decades. This project will potentially be a phased construction to build the hospital in 1 or more phases. The proposed project will be 400,000-1,000,000 square feet of space (phased delivery) for a final total of 375-460 inpatient beds, an emergency department, operating and procedure rooms, advanced radiology, and clinical support services space. The hospital will be located on an 8.25-acre site on the northern edge of the Hillcrest campus where there are currently three research facilities and temporary modular buildings which would be demolished prior to construction of the hospital. The proposed project will also include a central utilities plant, a 1,000 to 1,200 space parking structure, an office building and roadway and circulation improvements. If phased, there is the possibility of a connection to the existing facility as well as renovations to both the existing facility, and in the future, the initial phases of construction. Through a previous recruitment the selected Executive Architect for this project is NBBJ. Below is the estimated duration of the project: Preconstruction: four (4) years Construction: completion by 2033 The CM/Contractor shall have demonstrated an average annual business revenue of at least $1,000,000,000 over the last five (5) consecutive years. The CM/Contractor must have demonstrated experience on their best four (4) comparable projects with CM/Contractor providing both preconstruction services and acting as General Contractor within the last fifteen (15) years with a CM/Contractor type construction contract. Comparable projects will be evaluated based on scope, size, and complexity, as well as whether specific preconstruction efforts and overall construction milestones were included. The following preconstruction and construction factors will be considered: o The phase at which the CM/Contractor effort initiated, o The type of cost modeling used to evaluate design options throughout the design phase, o The approach taken for key early subcontracted trades to assist in developing the budget and constructability, o Alternative approaches to defining and controlling costs, o How the Guaranteed Maximum Price (GMP) was established and at what phase, and o Demonstration of successful collaboration as part of an integrated team of Project Partners. As well as: o Work completed within budget, o Work completed on time in the specified program and quality, o Construction challenges as they relate to this particular project's challenges (e.g. logistics, occupancies, adjacencies, sensitive habitats, limited on-site construction staging, limited parking availability nearby, very active urban setting, multiple stakeholders, owner changes, limited subcontractor interest), o Experience demonstrating phased bidding and delivery, and o Experience with a public agency/entity owner. Prequalification Submission: Each prospective CM/Contractor must submit electronically one (1) complete prequalification questionnaire in PDF format. No Prequalification Questionnaire will be received after 4:00 p.m., THURSDAY, SEPTEMBER 12, 2024. However, the University reserves the right to request, receive, and evaluate supplemental information after the above time and date at its sole determination. All information submitted for prequalification evaluation will be considered official information acquired in confidence, and the University will maintain its confidentiality to the extent permitted by law. Response to the Prequalification Questionnaire must be submitted on the forms contained within the Prequalification Questionnaire available at the address above. The University reserves the right to reject any or all responses to Prequalification Questionnaires and any or all bids and to waive non-material irregularities in any response or proposal received All information requested in these forms must be provided in order to be considered "responsive" to the requirements of the prequalification. In addition, the University is committed to promoting and increasing participation of small business enterprises (SBEs) and disabled veteran business enterprises (DVBEs) relating to all goods and services covered under the awarded agreement, subject to any and all applicable obligations under state and federal law, and University policies. The awarded contractor shall make best efforts to provide qualified SBEs and DVBEs with the maximum opportunity to participate. Potential bidders will be required to submit their small business outreach plan to the University as part of the prequalification process. The work described in the contract is a public work subject to section 1771 of the California Labor Code. No contractor or subcontractor, regardless of tier, may be listed on a Bid for, or engage in the performance of, any portion of this project, unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 and 1771.1. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. ALL CONTRACTORS AND SUBCONTRACTORS MUST BE REGISTERED WITH THE DEPARTMENT OF INDUSTRIAL RELATIONS (DIR) AT BID TIME. For informational purposes: During Bidding a Bid Security in the amount of 10% of the Anticipated Contract Value shall accompany each bid. The surety issuing the bid shall be, on the bid deadline, an admitted surety insurer (as defined in the California Code of Civil Procedure Section 995.120). The successful prequalified CM/Contractor shall pay all persons providing construction services and/or any labor on site, including any University location, no less than the UC Fair Wage (defined as $15 per hour) and shall comply with all applicable federal, state and local working condition requirements. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
