Project Description: The RFQ is planned for the redevelopment of Bartram Village (the "Site"). Bartram Village is located at 5400 Lindberg Blvd and is a development designed for families. The Site consists of 41 walk-up residential buildings. A centrally located community building also serves as the development's office and location of the Head Start child care center. A separate structure contains the site's maintenance facility. The property was opened in 1942. Questions Due Date: Sep 20th 2024, 5:00 PM EDT Bartram Village is a 500-unit low-rise development located in West Philadelphia. The 41 buildings are comprised of (72) I-bedroom units, (300) 2-bedroom units, and (128) 3-bedroom units. The buildings are situated on a large open site. Harley Street, Lindbergh Boulevard, and 57th Street enclose the site on three sides. Access to parking areas adjacent to the residential buildings is provided by PHA owned driveways. In August 2023, HUD awarded PHA a fifty million ($50,000,000) Choice Neighborhood Implementation Grant ("CNI Implementation Grant") for the revitalization of the Bartram Village development. The planning process has begun, and PHA has engaged a CNI Planning Coordinator to develop an overall Transformation Plan including a comprehensive and coordinated set of strategies organized into Housing Plan, Neighborhood Plan and People Plan components. While PHA describes a conceptual approach to the redevelopment of Bartram Village, the actual housing program, site plan and unit configuration will evolve over the course of the CNI Implementation Grant process. Under this RFQ, PHA will select a developer who will work with PHA and the community over the course of the CNI Implementation Grant process to finalize the construction component of the Blossom at Bartram Transformation Plan.
