The selected Engineer will be required to provide all services necessary and required for the inspection, management, coordination, and administration of the Project, from commencement through substantial completion, final acceptance, and project close-out. The project for which services are required is for the Reconstruction of Queens Boulevard in neighborhoods of Sunnyside, Woodside, and Elmhurst in Queens, including a variety of safety and streetscape improvements, including partial street reconstruction, and resurfacing to address roadway conditions. Additionally, distribution and trunk water main replacements, as well as sewer repair work, is included throughout the project limits. The reconstruction for Queens Boulevard will cover 23 blocks (48th Street to 73rd Street). This is a Great Streets project and was identified as a Vision Zero priority corridor, within a priority area and containing multiple priority intersections, Queens Blvd is currently one of the busiest and highestcrash thoroughfares in Queens. The construction will not only improve safety but also seeks to transform this corridor into a pleasant human experience. This Great Street will be a new public space that draws from Queens' own cultural and natural contexts, facilitates a wide range of physical and social activities, and strengthens connections between neighbors and neighborhoods. This project makes permanent the interim geometric modifications developed for the operational design of Queens Boulevard. While not all areas of the corridor function exactly the same, the typical section widens the existing service malls to calm traffic and provide a raised bike path, pedestrian walkway, new trees, benches, green infrastructure, and urban art. Joint Ventures and Other Consultant Relationships Proposals for this contract may be submitted by JVs. JV firms submitting their proposals must comply with Section I.C of this document, and at the time of proposal submission provide a copy of the Certificate of Authorization (COA) from the New York State Education Department authorizing the Joint Venture to provide professional engineering services in New York State. If the JV is not already formed, then the COA is required from each of the JV partners at the time of proposal submission. The COA(s) must be included as part of the Questionnaire in PASSPort, whether it is the individual COAs or the formed JV COA. Prior to award, firms that have not yet formed as a separate legal entity at the time of submission, will be notified by DDC in writing with a deadline date to submit the JV's COA. JV firms that do not provide a COA at the time of submission or the deadline date specified in the notification from DDC, may be found non-responsive. Certification of Authorization (COA) "Renewal in Progress" will be acceptable at time of proposal submission, but no award will be made without a valid renewed COA. COA "Renewal in Progress" is defined as a submission accepted by NYS for a renewed COA. Acceptable proof of "Renewal in Progress" will be a copy of the renewal application already submitted to the NYS along with a copy of the expired COA. The deadline to submit the renewed COA will be upon written notification from DDC. Please note, applications for a new COA will be considered non-responsive if they are included as part of the RFx Questionnaire. There is no minimum requirement for the proportion of work to be performed by either of the joint venture (JV) partners. JVs must carry the required insurance, either as policies written specifically for the joint venture entity, or by using their existing single entity policies with endorsements written for the JV activity. The JV must be formed as a separate legal entity prior to award. DDC does not recognize the corporate configuration wherein one company is "in association with" another. Relationships between two or more firms shall be either as JV partners or as prime consultant / subconsultant. In the event that a proposal is received wherein two or more firms are described as being "in association with" each other, DDC will treat the relationship as one of prime consultant / subconsultant(s). The RFP (RFx) evaluation will be handled accordingly, and if selected, the contract documents will show only the prime firm on the signature page, and all other firms will be listed as subconsultants in the relevant Exhibit. Certificate of Authorization Section 7210 of the New York State Education Law requires that all business entities providing professional engineering services in the State of New York obtain a "Certificate of Authorization" to provide Professional Engineering Services in New York State" from the New York State Education Department. Please note that no award will be made to any proposing firm unless the proposing firm is authorized by the New York State Education Department to provide professional engineering services in the State. A copy of the Certificate of Authorization must be provided at the time of proposal submission. The proposer that does not provide a COA at the time of submission may be found non-responsive. Contract Term / Cost Estimate The term of the contract shall commence on the date set forth in the written Notice to Proceed (NTP) letter and shall continue until completion of all required services. The anticipated time frame for completion of all required services is 1,580 consecutive calendar days (CCDs) as set forth in Exhibit A of the attached Contract. The estimated cost of the required construction work for the Project is $181,000,000. Insurance Requirements for insurance that must be provided by the Consultant and its subconsultants are specified in Article 7 and Schedule A of Appendix A, which is included as an Exhibit to the Contract. The cost of all insurance is deemed included in payments to the Consultant, as set forth in the contract. The Proposer is advised to review such insurance requirements. Payment Provisions The terms and conditions regarding payment to the consultant are set forth in Article 7 of the contract. A. Scope of Services The scope of work for this project involves resident engineering inspection services for the Reconstruction of Queens Boulevard in neighborhoods of Sunnyside, Woodside, and Elmhurst in Queens, including a variety of safety and streetscape improvements, including partial street reconstruction, and resurfacing to address roadway conditions. Additionally, distribution and trunk water main replacements, as well as sewer repair work, is included throughout the project limits. The reconstruction for Queens Boulevard will cover 23 blocks (48th Street to 73rd Street). The selected Engineer shall provide all services necessary and required for the inspection, supervision, management, coordination, and administration of the Project, so the required construction work is properly executed, completed in a timely fashion, and conforms to the requirements of the construction documents and to good construction practice. The Engineer shall provide the required services for the duration of the Project (i.e., pre-construction, construction, and post-construction services). Additionally, the complexity of the project involves Maintenance and Protection of Traffic for this 10-12 lane roadway (two main line and two service roads) and will require extensive coordination with DOT's Office of Construction Mitigation and Coordination for permitting. Metropolitan Transportation Authority and CSX coordination will also be required as the following exists within the footprint of the project: a subway structure at Roosevelt Avenue, the Long Island Railroad at 69th Street, various MTA buses will be relocated, and CSX Railroads. The proposer is advised to review Article 6 of the contract in its entirety. While not all areas of the corridor function exactly the same, the typical section widens the existing service malls to calm traffic and provide a raised bike path, pedestrian walkway, new trees, benches, green infrastructure, and urban art. Queens Blvd is a multi-modal transportation corridor. It is a major motorist thoroughfare and designated truck route, connecting the Jamaica neighborhood in southeast Queens to the Ed Koch Queensboro Bridge and into Manhattan. The corridor is also a major transit corridor in Queens, connecting the E/F/M/R underground subway lines as well as the 7 subway line intersecting at Roosevelt Ave. MTA bus routes traverse along the corridor and provide additional connections to adjacent neighborhoods. Queens Blvd runs diagonally through a block grid form and operates not only as a direct thoroughfare for vehicles, but also for cyclists despite not having dedicated bicycle facilities. Once completed, the Operational Improvements provide a one directional protected bike lane on both sides of the roadway. Similarly, the Operational Improvements invite pedestrians into the expanded service road medians, offering safe refuge while crossing the street and an alternative path to the existing sidewalks. PROJECT DESCRIPTION & JUSTIFICATION In addition to the DOT work described above, this project is in conjunction with QED1042A and will install 19,775 L.F. of distribution water mains, 8,025 L.F. of trunk water mains, and repair 2,525 L.F. of combined sewer. DEP Distribution Engineering has determined the infrastructure buried under Queens Boulevard requires upgrading to satisfy the needs of the community and support the activation of City Tunnel #3. The transformative elements for Queens Boulevard follow these essential principles: 1. Calm traffic along the service roads. Concentrating through-traffic on the mainline and designing the service road as a protected zone for slower movements of cars and people. This will be achieved through the use of dense plantings of large canopy trees, rougher pavements, street furniture, parking placed to increase "friction" and pedestrian paths and bike lanes dedicated to slower modes of travel. 2. Connect to as much as possible. Safe and frequent crossings of Queens Boulevard will transform the corridor from a barrier into a connector. Providing continuous, safe connections between destinations and enhanced links within local and regional transportation networks will increase the function of the street. 3. Express the specific character of Queens. By expanding on the Borough's long history of urban design innovation, strong examples of public space design, and adjacent neighborhood character, Queens Boulevard will become a meaningful contributor to the experience and identity of Queens. 4. Protect a wide range of uses and activities. Providing safe and supportive environments for leisure, active transportation, and vulnerable populations such as children, people with disabilities, and older people along with private and transit vehicles will benefit all users. Queens Boulevard will be a safer, more pleasant place to be whether seated or walking, in a car or bus, in a wheelchair, or on a bicycle. 5. Protect a productive urban ecology. Integrating green infrastructure such as storm water buffers, large tree plantings, habitat-providing plants, and soft surfaces will expand the function of Queens Boulevard within the urbanized ecology of Queens. 6. Develop rhythm and texture. By combining the street's functional and protective components with the views, topography, and wider ecology of the site, Queens Boulevard will become a complete environment; a livable, sustainable street that is legible, attractive, and delightful.
