SCOPE OF SERVICES: The scope of services consists of providing timely civil and structural engineering and related services to the DECM's Office of Transportation Engineering (OTE) on an as needed basis. Projects assigned to the Consultant by the DECM under this contract may include but are not limited to: o Roadway design or review of roadway designs by other consultants. o Roadway alignments studies. o Bridge, building, and other structure inspections and evaluations. o Bridge ratings. o Structural design/review for bridges, buildings, etc. o Drafting of plans. o Surveying. o Obtaining permits for proposed work. o Design of sediment and erosion control measures for projects. o Development of right-of-way plats. o Wetland study/mitigation. o Hydrology/Hydraulic studies. o Existing vs. proposed photo depictions/comparisons. o Review plans and bid documents including quantities and construction cost estimates prepared by other firms. o Geotechnical testing and analysis. o Projects may include designs with steel reinforced concrete, pre-stressed precast concrete, masonry, timber, etc. o Projects may include work governed by ASTM, BOCA, ACI, AISC, AASHTO, MUTCD, etc. design codes. o Funding may be provided by County, State, or Federal sources. Work may include preparation of paperwork associated with guidelines set forth by these funding sources. o Storm drainage problem investigations and/or design solutions. o Investigation of roadway locations in need of spot or safety improvements and design of the improvements. o Development of signing and striping plans for selected County roads o Determination of roadway locations where traffic barrier is needed and layout of the traffic barrier. TERM OF AGREEMENT: The contract period shall be for two years commencing in 2024 after approval and proper execution of the contract documents, with a renewal option for three additional years in one-year increments, exercisable at the sole discretion of the County. SELECTION PROCESS: The intent of this SOQ is to identify firms that are qualified to, and interested in, providing the civil & structural engineering and related services required by the County. Firms that are deemed reasonably susceptible of being selected for award will be short-listed and invited to participate in final selection processes. Criteria that will be used by the County to select firms for the short list include firm resources and assigned staff and their professional qualifications/experience in performing similar work. ONLY THOSE FIRMS SHORT-LISTED THROUGH THIS SOLICITATION WILL BE INVITED TO PARTICIPATE IN THE FINAL SELECTION PROCESSES. The County shall be the sole judge of the relative merits of qualifications statements submitted in response to this SOQ. MATERIALS TO BE SUBMITTED: Interested firms are required to submit an electronic submittal package consisting of the following materials: A. Completed SF 330 (Architect-Engineer Qualifications) Form; Instructions for Completing the SF 330 Form: Please refer to Instructions for Completing Architect-Engineer Qualifications Standard Form (SF) 330 in Attachment A. OBTAINING THE REQUIRED FORM: There is no charge for the bid documents. Downloading the Contract Documents will permit the Vendor to take Contract Documents to the "print shop" of their choice for printing.
