Pursuant to Metropolitan Code of Laws (M.C.L.) Section 4.12.040, this solicitation document serves as the written determination of the Purchasing Agent, that the use of competitive sealed bidding is neither practicable nor advantageous to Metro. Therefore, this solicitation will facilitate the entering into of contract(s) by the competitive sealed proposals process. The proposal process, flexibility and limitations are governed by the Code and related Procurement Regulations. The proposal selection method permits discussions with offerors who submit proposals determined to be reasonably susceptible of being selected for award. Modifications in proposal content, comparative judgmental evaluations of the proposals, corrections, and scope adjustments, may occur at the request of the Purchasing Agent or their designee. There may be one or more amendments to this solicitation. Solicitation amendments are included as updates to the original solicitation. It is the offeror's responsibility to remain informed on all solicitation amendments and submit the solicitation response incorporating all amendments. Offers to Metro online solicitations are required to be submitted within the iSupplier online environment unless otherwise stated. Hard copy offers will not be considered except as required by law. Any response to this solicitation is a formal waiver of any claims of confidentiality regardless of what may be stated, printed, or implied in the submission and/or attachments submitted. All information is made a Public Record after an award is made. The only official position of Metro is found within this solicitation document including answers provided in response to questions raised. The online discussion tool within iSupplier is the appropriate tool for all questions or communications concerning this solicitation. Metro reserves the right to issue additional rounds as it deems necessary for the purposes of evaluation. Additional rounds may include, but not be limited to, Offeror interviews. Metro reserves the right to make multiple awards for a contract if it is deemed in the best interest of Metro. The Metropolitan Government of Nashville and Davidson County (Metro) is soliciting proposals for a qualified and experienced provider to manage the Nashville Riverfront amphitheater located in Riverfront Park on the west bank of the Cumberland River. The amphitheater is to be used as a high-quality venue for live musical and other performances and civic events. The surrounding park outside of the amphitheater is to provide recreational opportunities for City residents and visitors. Background Riverfront Park is part of the Nashville Parks and Recreation system. The Ascend Amphitheater is a 2- story structure that is approximately 36,000 square feet that includes a 100 x 65 ft. covered stage. Conditioned areas of the venue include artist dressing rooms and lounge, production offices, house/box office, meet and greet area, warming kitchen and dining hall, crew restrooms and storage. Unconditioned venue areas include stage, crate storage, receiving area and a 5-bay loading dock. The lawn bowl will allow for 6,800 +/- people with area for uncovered temporary seating and covered temporary seating in a sponsor area. There are 8 ancillary buildings for such things as restrooms, concessions, sound booth, and sponsor pavilion(s). The Amphitheater Management, Operations and Promotional Services contract will include complete management services while assuring minimal ongoing financial obligations to the City. It is anticipated that a revenue stream exists when key financial targets are achieved. The City reserves the right to limit the number of events to approximately 35 annual events as well as making the facility available at low cost for up to 10 civic events annually. Provider is required to hold at least 15 concerts per year. Scope of Services and Functional Requirements The Metropolitan Government of Nashville and Davidson County seeks a firm interested in providing professional Amphitheater Management and Operations Services associated with management services, concert promotions, food and beverage services, ticketing, show and event production, marketing, sales, and sponsorships under a contract agreement as outlined. The firm will be required to provide professional services on a daily basis for the Metro Parks and Recreation Department. Firms should be experienced in all aspects of venue management. These services will typically be associated with theater and music operations. Services will include day-to-day management. You will receive a confirmation email invitation after you register with the information needed to participate in the Pre-Offer via Webex that will be added to your calendar. Inquiries All inquiries must be submitted by 8/20/2024 at 2:00pm Central Time using the online discussions feature of the iSupplier system. Questions will be answered formally via Amendment to the solicitation soon after the deadline for submitting questions. Offerors must clearly understand that the only official answer or position of Metro will be the one stated in writing by Division of Procurement staff. While Metro makes every attempt to assist suppliers with entering their offers, there is not sufficient time to trouble shoot functionality issues within one hour of the deadline for submission of offers.
