This project will serve to replace the water and sewer lines, the replacement of one manhole, the removal of two existing manholes, the installation of one fire hydrant, and the installation of a stormwater control mattress. The Contract will be awarded to the lowest responsible Bidder whose bid is responsive to this Invitation for Bids and will be most advantageous to the Owner. The responsibility of the Bidder will be based on the factors described in Article 16 of the Procurement Code Manual.
