Site work and paving for a mixed-use development in Portland, Maine. Working plans call for site work for a playground / park / athletic field; for paving for a playground / park / athletic field; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

Late and/or faxed proposals shall not be accepted. All proposals shall remain open to acceptance for ninety (90) days from their opening. Locations: 51 Valley Street Portland, Maine 04101 Briefly and without force and effect upon the contract documents, the work of the contract can be summarized as follows: Lower Valley Street Park Improvements including site improvements associated with a new walkway connection to the valley street / western prom trailhead, and other areas, grading and drainage work, basketball court resurfacing, court striping, play equipment installation, planting installation, and other work as described in the full RFB package. All questions shall be directed in writing ONLY to the Purchasing Office at the above address and be received 12:00 noon on September 19th, 2024 (FAX 207-874-8652), or via email to pfitzgerald@portlandmaine.gov . Responses from the City that substantially alter this bid will be issued in the form of a written addendum to all bid holders registered in the Purchasing Office. Oral explanations or interpretations given before the award of the contract will not be binding. Bids from vendors not registered with the Purchasing Office may be rejected; receipt of this document directly from the City of Portland indicates registration. Should a vendor receive this Invitation from a source other than the City, please contact 207-874-8654 to ensure that your firm is listed as a vendor for this project. DESCRIPTION Contractors will be supporting the Portland Parks department in improving parking lot conditions for vehicles at the lower Western Promenade / Valley Street Park, as well as creating a critical pedestrian connection to an existing Portland Trails trailhead, resurfacing and improving the existing court facility, and creating some community play space features. BASE BID: The project consists generally of the following items in accordance with the drawings and specifications presented in this Project Manual: MOBILIZATION , DEMOLITION, SITE PREPARATION, & EARTHWORK. Provide all associated mobilization, demolition, disposal, site preparation including erosion control measures, temporary site safety fencing and earthwork necessary for the performance of work as outlined in the Drawings and Specifications. BITUMINOUS PATHS AND BASKETBALL COURT PAVEMENTS, INCLUDING BASE & SUBBASE AND FENCING. Furnish and construct approximately 160 square yards of bituminous paths, court surface, court fencing and sidewalk improvements, including associated earthwork, aggregate bases, and bituminous pavement in accordance with the Drawings and Specifications. STONE DUST PATHS. Furnish and construct approximately 20 square yards of stone dust paths improvements, including associated earthwork, aggregate base, and stone dust surface as indicated in the Drawings and Specifications This bid will be awarded to the responsible bidder that submits the lowest base bid amount. Bids are to remain open for ninety (90) days after their opening. The successful bidder shall supply the City with a Performance Bond and Labor and Material Payment Bond, each in the amount of the contract price, guaranteeing one hundred percent (100%) performance of the contract, including the guarantee period and free and clear of any and all liens, attachments and encumbrances. All bonds shall comply with the requirements of Maine state law. Each bid must be accompanied by cash, certified check of the bidder, or a bid bond, duly executed by the bidder as principal and having as surety thereon a surety company approved by the Owner, in the amount of five percent (5%) of the bid. The bid bond shall be executed or countersigned for the surety by a person who is a resident in the State of Maine and who has current power of attorney for the surety. If the bid bond is sent electronically, all bidders will be required to submit their original bond within 72 hours after the bid deadline. Original bonds must be submitted to the City of Portland Purchasing Office, 389 Congress Street, Room 103, Portland, ME 04101. The City reserves the right to waive any informalities in bids, to accept any bid or portions thereof (bidders are advised to note this and quote accordingly) and to reject any or all bids should it be deemed for the best interest of the City to do so.
