Questions regarding this bid should be directed to the Purchasing Agent, Town of Franklin (508) 520 4918 or by email to pvickery@franklinma.gov on Monday through Thursday 8.00 am until 4.pm and friday 8.00am until 1.pm. no later than 3 days prior to the bid deadline. Bid security consisting of bid bond , cash, or certified check, in the amount of 5%. Within 10 days of notification of contract award the Successful contractor will be required to submit a labor and materials bond each in the amount of 50%. RULE FOR AWARD and CONTRACT: The Contract will be awarded to "the lowest responsive and responsible bidder". Quotes will he requested for the cost to clean and inspect 5,700 catch basins located throughout the Town of Franklin. One contract will be awarded to the responsive and responsible bidder offering the lowest price that does not exceed the Town's appropriation. To be considered responsive and responsible, all bidders must satisfy all submittal requirements and have performed a minimum of at least five (5) catch basin cleaning contracts within the past five (5) years for similarly sized municipalities and provide at least three (3) references from similarly sized municipalities for whom similar services were performed within the last five years. Firms not providing the information requested will be considered as "Non-responsive" and rejected. The Contract will be awarded to "the lowest responsive and responsible bidder" pursuant to General Laws Chapter 30, Section 39M, as amended. Such a bidder shall possess the skill, ability, and integrity necessary for the faithful performance of the work, shall be able to furnish labor that can work in harmony with all other elements of labor employed, or to be employed, in the work, and shall otherwise comply with all applicable provisions of law. The lowest bidder will be determined by the lowest total price based upon estimated quantities. It is the intention of the Town to award a contract for the period: Upon Notice to Proceed through June 30, 2025 with one (1) two-year Town option to renew, subject to annual appropriation of funds. The OWNER (The Town of Franklin) reserves the right to reject any and all bids or portion of a bid, to waive any informalities in a bid and to award contract to the responsive and responsible bidder who offers the lowest price as shall be deemed in the best interest of the Town. A Notice of Acceptance of the Bid will be mailed or furnished to the successful bidder within thirty (30) days of the bid opening. A Town Contract and/or a Purchase Order will follow the written Notice of Award. Award of this contract may be subject to an appropriation. RECORDS The Town reserves the right to request a vendor to maintain vendor records for six (6) years and to provide assistance with any future audit requirements. 8.
