The name and address of the persons submitting the proposal must appear on the envelope which should be addressed to the Board of Estimate and Contract of the City of Mount Vernon, New York. Each proposal must be accompanied by: a. A Certified Check or Bank Check for five (5%) percent of the total amount of the bid, made payable to the City of Mount Vernon, or Bid Bond for five (5%) percent of the total bid to be held by the City of Mount Vernon as a guaranty that in the event the bid is accepted and a contract awarded to the Bidder, the Contract will be duly executed and its performance properly secured as set out in the Instructions to Bidders. b.
